Background / General description

Duties and Accountabilities

? Employs appropriate methodologies for handling simple and complex procurement tasks and/or issues in consultation with the Accredited Procurement Specialist based in the Sydney Procurement Hub. Provides first-line trouble-shooting and ad hoc advice on procurement matters to the Borrower/Implementing agencies/Bank’s country office staff, as required.

? Works across all sectors of the Timor Leste portfolio, is responsible for conducting preliminary prior reviews of procurement documents for procurement of goods, civil works and consulting services. Ensures completeness of procurement documents submitted by the Borrower for Bank review, as well as compliance with the applicable review method, as defined in the Financing Agreement and Operations Manual. Drafts the Bank’s responses, on procurement documents, for clearance by accredited Procurement Specialists based in the Sydney procurement hub.

? Reviews draft procurement plans prepared by the Borrower and advises the Borrower on the finalization of the procurement plans, design of packages, cost estimates, applicable procurement methods and Bank review arrangements.

? Provides operational advice to clients and Bank staff on concepts, policies and procedures for international and local procurement, including hands-on, day to day operations guidance to Borrower institutions in order to support capacity building.

? Participates in project preparation missions as procurement expert; assesses procurement-related risks in project design, evaluates institutional capacity of implementing agencies, and provides the necessary support to develop suitable procurement plans and its use as a monitoring tool for project implementation.

? Conducts annual procurement post reviews (PPR) of active projects in the portfolio, agrees with implementing agencies on risk mitigation actions, and prepares the PPR reports for review by the accredited Procurement Specialist in the Sydney Procurement Hub.

? Participates in country procurement assessments, prepares background analysis, collaborates on reviewing public procurement legislation and practices, collects data, information and documents on the procurement legislative framework and operations and tailors instruments to meet specific client needs.

? Negotiates and resolves difficult procurement issues with Borrower agencies and handles questions/complaints from senior officials and contractors on bidding and award issues in consultation with the Sydney Procurement Hub/RPM’s office.

? Assists in the design and delivery of procurement workshops and training to educate staff in the Bank and in borrower agencies on the Bank's philosophy, on procurement, the rationale of its policy framework, relevant procedures and processes, standard bidding documents, RFPs, as well as on specialized procurement topics.

? Prepares a range of procurement-related documents and reports. In particular, applying own knowledge of local language and familiarity with the Borrower’s institutions. Uses own knowledge of the local contracting industry, supplier sector, and consulting sector in Timor-Leste to advise the Borrower and Bank’s task teams on tailoring procurement arrangements effectively to the country conditions, in such a way as to facilitate project implementation.

? Handles appropriate interaction with country counterparts on sectoral and organizational matters related to procurement . Utilizes own technical expertise on the projects assigned and provides support in other countries of the sub-region if required

? Provides guidance, advice and training on procurement to administrative staff at grades GC, GD and Operations Staff at GE level and above.

Selection Criteria

? Good knowledge of all concepts and principles of and approaches to international procurement, and of public procurement systems.

? Knowledge of procurement systems, practices and agencies in Timor-Leste.

? Specialized knowledge of and significant experience in 2-3 substantive areas/aspects of procurement (e.g. commodities; finished goods; machinery and industrial plants; various forms of construction contracts; selection/contracting of consultant services; preparation of bidding/contract documents for the international procurement of goods, works, services; technical specs in design and construction of facilities; public procurement policies, practices, institutions in developed and/or developing countries).

Background

A Joint Programme (JP) “Supporting Gender Equality and Women’s Rights in Timor-Leste” was developed with the overall goal to strengthen institutional capacity and service mechanisms to protect women and girls against poverty and gender-based violence. The Programme aims to improve the conditions of women and girls in Timor-Leste through the protection of their rights, their empowerment and offering them fair access to social and economic resources..

The JP brings together 5 UN agencies (UNDP, UNFPA, UNICEF, UNIFEM, and IOM) with funding from the MDG Trust Fund, working under a common framework with Government agencies and structures at national and district levels and in partnership with relevant civil society organizations and individuals to achieve the following outcomes:

Outcome 1: Improved protection of women and girls through the establishment of legal frameworks and mechanisms to uphold their rights.

Outcome 2: Reduced vulnerability of women and girls through improved outreach mechanisms and services and the establishment of a social protection mechanism to support woman.

Outcome 3: Improved social and economic situation of women and girls through a fair allocation of resources using gender-responsive budgeting.

Outcome 2 aims to provide technical support to the Ministry of Social Solidarity to strengthen the design, targeting, ground implementation, baselines, monitoring and evaluation framework with measurement indicators of conditional cash transfers. The support aims at building sustainable capacity of government at national and local levels to design and administer such schemes. There will be complementary activities to this outcome (to be delivered by other UN agencies) where technical and financial support packages will be offered to women and girls: information sessions, skills development including sustainable livelihood for victims/survivors of exploitation and violence, counselling services and safe space, among others. .

UNDP is accountable for delivering the following output under Outcome 2:

Output 2.1: Technical support provided for improving the design and implementation of ongoing conditional cash transfer (CCT) schemes of the Ministry of Social Solidarity.

The technical support under Output 2.1 will address the following issues:
  • Development of a database of beneficiaries and potential beneficiaries enabling cross checks with information on families benefiting from other schemes to reduce misuse.
  • Development of participatory methods for identification of the target women (including those heading households).
  • Putting in place a system of monitoring and evaluation and impact analysis and link to feedback mechanism.
  • Supporting drafting a legal framework for social protection schemes to make them more sustainable and legally enforceable.
  • Improving implementation of existing Conditional Cash Transfers (CCT) through innovative means of cash payment, coordinated delivery of social services (health and education) and simple but reliable means of verification of conditions having being met.

In the first two and a half years of implementation, UNDP has successfully facilitated the drafting of a Technical Note which incorporates international and national lessons learnt in order to shift the focus of the CCT scheme toward vulnerable families as a whole (vis a visa a single child within the family). These changes allow for a clear definition of vulnerability in relation to the Government’s social protection programme, and as a result provide a means for accountable and transparent eligibility assessments for potential beneficiaries. This technical note and recommendations for policy changes have been presented and endorsed by the Minster of Social Solidarity and now require the expertise of a Social Protection Specialist to assist the Ministry in the implementation of these policy changes. In addition, a draft social protection law is currently being written, with UNDP ensuring the CCT scheme is accurately reflected within the document.

To achieve the mandate as described above, UNDP is seeking to recruit one International Consultant for Social Protection with a focus on Conditional Cash Transfers. This person will function as a Social Protection Specialist for the CCT project, which will be based in the Minister of Social Solidarity (MSS) Timor-Leste.


Duties and Responsibilities

The Social Protection Specialist (SPS) will work under the supervision of the Programme Officer of the Poverty Reduction and Environment Unit, UNDP Timor-Leste, with guidance from the Director of Social Reinsertion, Ministry of Social Solidarity. He/she is expected to accomplish the following:

A) Specifics:
  • Develop the operational manual of the program in line with Government policy;
  • Develop the manual of instructions for data collection with the specifications of procedures and variable definitions per Government policy;
  • Lead the training process of relevant Ministry staff in data collection and data entry;
  • Lead the implementation of the data collection process through the new data collection instrument;
  • Support the ICT consultants for the CCT Program in the development of the data entry manual;
  • Support the ICT consultants through specifying policy requirements for the development of the system (user interface and programming logic) and database for the new computer-based Social Registration of vulnerable families (to be used in the selection of beneficiaries of the CCT program and, potentially, other social assistance and social protection programs);
  • Coordinate, with the support of the International Policy Centre for Inclusive Growth (IPC-IG), the National Directorate of Statistics (DNS) and other relevant stakeholders, for the improvement and implementation of the newly endorsed Government definition of vulnerability to ensure consistently across Government;
  • With the support of IPC-IG and other relevant stakeholders, assist the Government in the development of an evaluation framework of the CCT program;
  • Provide training on monitoring and evaluation and other technical areas to the CCT Ministry staff at the national and district levels;
  • With the support of the National Consultant, develop and implement the monitoring framework of the program in accordance with Government policy and the direction of the Ministry of Social Solidarity staff;
  • Liaise and consult with domestic financial institutions (such as the micro finance institutions, World Bank Country Team, formal banking institutions) with a view to make the cash payments to beneficiaries a more efficient and safe process; and
  • Other functions as may be required.

B) Other:
  • Provide clear and effective advice to the Ministry of Social Solidarity with regards to the harmonisation of Timor-Leste’s social protection schemes;
  • Provide progress reports (in English) on the respective areas of responsibility to UNDP in a timely manner;
  • Assist the National Consultant in their duties as required; and
  • Provide policy advisory support to the ICT consultants with regards to the new database system to support the CCT scheme.

Deliverables - at the end of the assignment the consultant is expected to achieve the following deliverables:
  • Policy papers reflecting the new CCT programme are drafted and published by the Ministry of Social Solidarity;
  • Development of the operational manual of the program;
  • Development of the manual of instructions for data collection with the specifications of procedures and variable definitions;
  • Development of the monitoring and evaluation manual of the program, (process and procedures);
  • Trainings conducted on monitoring and evaluation and other technical areas to the CCT Ministry staff at the national and district levels.

Project: Strengthening Property Rights in Timor-Leste, USAID-funded, implemented by ARD, Inc.

The Gender Specialist will be based in Dili and report to the Chief of Party and the Deputy Chief of Party.

ACTIVITIES OF THE LOCAL GENDER SPECIALIST

· Work closely with the project’s Partners to implement public information awareness activities for targeted groups of women and men (e.g. developing brochures, conducting informational seminars, participating in other outreach activities highlighting gender issues as necessary);

· Monitor and evaluate gender-disaggregated data to determine progress toward increased awareness of gender issues of both GOTL staff and key beneficiaries, men and women;

· Work with the legal team to ensure that the gender-differentiated concerns of men and women with respect to fair and equitable property rights, access, and control of land are adequately identified and addressed within relevant legal frameworks;

· Provide advice and support to the GOTL in the context of developing institutional capacity to address gender equity in legislative reform;

· Work with key personnel in the development of processes that ensure men’s and women’s land and property rights in the land claims/land administration process are recognized and appropriately acknowledged and protected;

· Work with key personnel to ensure that processes developed in the context of conflict prevention, mediation and reconciliation appropriately target and support disadvantaged groups (in particular, the rights of women);

· Do all other reasonable things required to integrate and mainstream gender within the above Tasks.

CONDITIONS

The work station for this position is Dili. However, regular travels to the assigned district(s) will be required.

Desirable Requirements:

- Post secondary educational qualification;

- Experience working in related Gender activities;

- Strong planning, analysis and report writing skills;

- Fluency in Tetum and good knowledge of Indonesian is required; English fluency will be an asset;

Australian mission worker: leprosy is far from eradicated in East Timor, despite WHO announcement

The World Health Organisation (WHO) has announced that it has eliminated leprosy as a public health threat in East Timor but the disease is far from being eradicated in the country, according to one Australian mission worker.

Natalie Smith, interim country leader of The Leprosy Mission in Dili, said there were pockets of high number of leprosy cases around the country and a strong need still existed to educate health workers and the community at large in leprosy awareness to ensure early diagnosis and treatment.

Community education to correct the myths and stigma towards the disease was also needed to prevent people from feeling shame, hiding their condition and failing to seek medical treatment such as Multi Drug Therapy for leprosy, she said.

Ms Smith, an occupational therapist and project manager, made her comments in response to the news that leprosy has been eliminated as a major public health threat, with less than one case per 10,000 being recorded.

The news was delivered by the president of East Timor, Jose Ramos Horta on March 24 and confirmed by the WHO. WHO is the body in charge of the free distribution of Multi Drug Therapy in the island nation.

“Announcing that leprosy has been eliminated as a public health problem in East Timor will not mean that leprosy is gone, it is still there, it just means that leprosy is below one case per 10,000,’’ she said.

“East Timor as a whole has reached that elimination level but there are still pockets of high leprosy cases. In the isolated enclave of Oecussi, the level is still seven leprosy cases per 10,000, which means it is still a big problem in that area. . . . there are also people in the country who still hide their skin condition because of stigma, so the problem is not solved.’’

Ms Smith oversees TLM’s Timore Leste capacity building and community rehabilitation projects in conjunction with the Timor Leste Ministry of Health. The capacity building project provides training and support to government health workers in leprosy detection and treatment. So far the project has assisted more than 300 health workers from district community health centres to be trained in leprosy awareness.

The community rehabilitation project has initiated self-help support groups for people affected by leprosy in Oecussi and provided them with small micro-credit business loans to encourage their independence.

"The Leprosy Mission projects have played a significant part in the country reaching elimination levels, ’’ Ms Smith said.

"We have pretty much helped to provide all the training of health workers to detect leprosy – it is a big achievement. With leprosy, it is all about raising awareness and getting the knowledge out there in the community, that leprosy can be cured with Multi Drug Therapy. It is ignorance about leprosy hat prevents people from getting well.

“We are planning to do more work in 2011 in community education so that family members know how to detect leprosy, not just health workers."

Ms Smith said educating family members that leprosy was a disease caused from an airborne bacteria and not a curse caused by eating forbidden foods or the wrongdoing of a parent was also vital.

She said parents who had children with general or leprosy-specific disabilities, often kept their children hidden.

“We have found that parents will be ashamed to bring their disabled children out, they will keep them hidden in back rooms, they won't let them go to school or play with other children,’’ Ms Smith said.

“They don't think anybody can help them so the children are often neglected. We want to correct these attitudes.’’

Training government health workers in rural regions was also important in helping the 70 per cent of the country’s population who lived in mountainous terrain and could not afford public transport to Dili, she said.

Out of 30 TLM international projects world-wide, Ms Smith is only one of three program leaders who are foreigners. She is preparing to train a Timorese health worker to perform her role in 2011 and mentor them for 12 months.

Specific Activities

· Provide legal advice to and create capacity within President's

of Staff.

· Prepare reports and documentation, briefings and talking points
for the President.

· Cooperate with Political Support Services of the President, on
legal and constitutional matters of political relevance.

President's Chief of Staff and by the Head of Department.

Project management
The Legal Advisor will be based in the Office of the President. S/He
will report directly to the President's Chief of Staff.

Location
Dili, Timor-Leste.

Commencement date & Period of implementation
The intended commencement date is May, 15th 2011 and the period of

possibility of an extension to the contract is foreseen and will

SECURITY OFFICER

The Security Officer will be responsible for the development and
implementation of security guidelines and procedures in order to ensure
the security of all Plan staff, property and operations. This will
involve but is not limited to: promoting a culture of security; security
incident reporting; security guard oversight; monitoring the security
situation in Timor-Leste; and maintaining Standard Operating Procedures
(SOPs).

Qualifications and skills
· At least 3-5 years experience of security management or
similar capacity, preferably in an international organization.
· Good understanding of in-country security related issues and
their relations to Plan's contexts.
· Experience in conducting participatory risk assessments and
preparing situational analyses, including the analysis of factors from
both the internal and external environments, identifying crucial risks
that have to be addressed, setting objectives and developing plans of
action.
· Excellent communication skills (written and verbal) in order
to present information quickly and clearly to a variety of audiences,
including the ability to communicate effectively in Tetun and/or Bahasa
Indonesian (in addition to English); note that dual language skills are
mandatory.
· Willingness and ability to travel from time to time to remote
areas, sometimes on short notice.

Procurement and Public Administration Reform Specialist

I. INTRODUCTION

1. The Government of the Democratic Republic of Timor-Leste has received
a grant from the Japan Fund for Poverty Reduction through Asian
development Bank (ADB) towards the cost of "Our Roads, Our Future –
Supporting Local Governance and Community Based Infrastructure Works".
Part of this grant will be used for consulting services of an
international Procurement and Public Administration Reform Specialist.
The consultant will work under the supervision of a Project Coordinator
and in coordination with other Project Management Unit members of the
Road Network Development Sector Project.

2. The total duration of the assignment is 3 person-months. The
assignment will be split into two interventions: a first 1.5 month
intervention will take place in the second quarter 2011. The second 1.5
month intervention will take place in the second half of the project
implementation period, in 2012 or 2013 depending on local
circumstances.

3. Terms of Reference (TOR) are provided below.

4. Provided that you are interested in undertaking the assignments under
the Project, you are hereby invited to submit an Expression of Interest
together with your curriculum vitae for the services required under the
TOR. The competence of the staff will be considered by the MOI on its
relevant experience and capabilities to handle ADB projects in Timor
Leste. There will be a ranking of shortlisted candidates and the first
ranked will be invited for financial negotiations and ultimately a
contract will be signed between the Consultant and the MOI. It is
anticipated that contract negotiation with consultant would take place
in May 2011 and the assignment would commence in May or June 2011.

5. Your submission of Expression of Interest with the Curriculum Vitae
shall remain valid for a period of 45 days after the submission date of
15 April 2011 (or as per the deadline advertised in the CSRN on the ADB
website, if different from this one). During this period you shall
maintain your availability for the said position. The MOI will make its
best effort to complete negotiations within this period. If the
negotiation cannot be completed on the said period of time, the MOI may
request to extend the validity period of your proposal. You have the
right to refuse to extend the validity period of your proposal.

III. EVALUATION OF CURRICULUM VITAE AND FINANCIAL NEGOTIATION

7. The curriculum vitae will be evaluated, prior to the invitation for
financial negotiation, on the basis of the qualification of the
individual candidate to be selected. The summary of criteria to be used
for evaluating the curriculum vitae can be provided in the Office
address in Section III.

8. Following the completion of evaluation of curriculum vitae, the
financial negotiation will be conducted with the Consultant.

9. If contract negotiation fails for any reason, the MOI will invite
another Consultant.

Terms of Reference

Procurement and Public Administration Reform Specialist (3
person-months)

Background

The Government of the Democratic Republic of Timor-Leste has received a
grant from the Japan Fund for Poverty Reduction through Asian
development Bank (ADB) towards the cost of "Our Roads, Our Future –
Supporting Local Governance and Community Based Infrastructure Works".
The project is a 4 year project which started early 2010 and will finish
at the end of 2013. Under the project, the Government of Timor Leste
will implement rural feeder road rehabilitation and maintenance
activities and various small scale community infrastructure
constructions, in partnership with local communities and with the
participation of local government. To support this project and continue
working in the rural road sector beyond the life of the project, the
Government of Timor Leste through the Project Management Unit is seeking
to recruit one Procurement and Public Administration Reform specialist.

Description of services

The Procurement and Public Administration Reform Specialist will be
responsible for the following:

(i) Review project documents and reports, and procurement rules
currently adopted by ADB, the Government of Timor Leste (local and
central) including the Ministry of Infrastructure, and other donor
projects implementing rural road rehabilitation and maintenance works in
Timor Leste, and evaluate their applicability to the JFPR project.

(ii) Prepare procurement rules and regulations and sample contracts
and bidding documents for the JFPR project, which will be adopted by
district level personnel and all project related staff, when contracting
out civil works to community groups and contractors. To the extent
possible, those documents must build on existing procurement rules used
by district administrations under the Local Development Fund/ LGSP with
some adaptation to fit the socio-economic objectives of the JFPR
project. In addition, the procurement rules must comply with ADB
procurement guidelines (2007, as amended from time to time) and, to the
extent possible, other Government procurement guidelines. The ultimate
objective would be to produce a standardized set of documents that could
be used by the government in the long term for implementing simple rural
road works contracts using community labor, and which could reconcile
various donor requirements.

(iii) Develop a training module and implement an initial training on
financial management, procurement, contract management and monitoring
for district personnel, MOI district level staff, the Project
Implementation Consultant (NGO/Firm contracted under the project), and
any other relevant participants.

(iv) Provide ongoing training on capacity building in financial and
contract management for district administration.

(v) Assist the technical working group in MOI to explore and decide
upon whether and how its basic service delivery functions (or
sub-functions) can be decentralized to the municipal level while making
subsidiarity the key principle. In addition, the consultant will review
and clearly define how such services would be costed and financed, as
well as how they would be moved from national to local government
budgets.

(vi) Assist the Ministry of State Administration in proper backstopping
of the pilot district administrations, including identifying and
developing relevant training modules.

(vii) Provide technical assistance to the district administrations in
implementing their delegated responsibilities (notably including
contract management).

In addition to direct project stakeholders, the consultant must
collaborate with Chief of Procurement of Directorate of Roads, Bridges
and Flood Control, and the Ministry of State Administration and
Territorial Management throughout the course of the assignment. Close
collaboration will also be required with other donor projects working on
rural roads and rural infrastructure in general in Timor Leste, in order
to facilitate exchange of lessons learned, and maximize synergies and
standardization of approaches across partners.

The procurement and contract management processes should: (i) involve
the participation of district level staff of MOI directly employed by
the project, (ii) to the extent possible, introduce feed-back mechanisms
from communities throughout the design and contracting process, (iii)
must give strong opportunity for local small contractors from the suco
or from within the sub-district to participate and (iv) must solicit
regular reviews by PMU.

Timing

The total duration of the assignment is 3 person-months. The assignment
will be split into two interventions: a first 1.5 month intervention
will take place in the second quarter 2011 to prioritize tasks (i)
through (iii) above. The second 1.5 month intervention will take place
in the second half of the project implementation period, and would
prioritize tasks (iv) through (vii) above.
