Oecusse Program Coordinator, Timor-Leste

Caritas Australia is the Catholic agency for international aid and development in Australia and works with partners in Australia, Africa, Asia, Latin America and the Pacific. We work to address the causes of poverty and bring about long-term change, by working with communities who experience poverty, injustice, hunger and oppression regardless of their religious, political or cultural beliefs.

Caritas Australia is currently seeking a confident, resilient, proactive and experienced Program Coordinator to manage Caritas Australia‘s program in the Enclave of Oecusse, Timor-Leste.
Due to its geographical location on the north coast of West Timor, Indonesia, the Enclave of Oecusse has its own particular challenges and opportunities. Oecusse people have close relationships with the communities on their borders and rely heavily on these economic, familial, social and cultural exchanges. Most of the enclave’s residents are subsistence farmers. They have growing opportunities, however, to expand their scope of agricultural activity, particularly in relation to agro-forestry, cattle management, the use of bamboo and the production of value added food products.

Caritas Australia’s objectives in Oecusse are to promote partnerships, integrated community development and to assist communities improve their agriculture, aquaculture, marketing and food security. In this respect the use of both agro-forestry and farming techniques suited to coastal environments together with water infrastructure management and other environmental considerations are important aspects of the program. While the enclave is isolated and its people often feel cut-off from the eastern part of Timor-Leste, they are resilient and friendly. There is very little public crime in the enclave.

The Program Coordinator’s primary role is to manage all aspects of Caritas Australia’s Program in Oecusse, empowering national staff to:
• develop and implement effective, sustainable and independent community-based partnership programs;
• maintain appropriate and effective financial and administrative systems and
• gain the confidence and skills effectively to administer Caritas Australia’s program and partnerships in Oecusse.
