General Functions:

Under the direct guidance of Fleet Manager and overall supervision of Resource Management Officer, the Mechanic Assistant is responsible for Maintain IOM Vehicles and updated the spare parts for IOM Mechanic workshop, In particular the duties to be carried out are:

  1. Services automotive equipment in accordance with maintenance schedule; inspects, diagnosis, and repairs mechanical, electrical, and other defects on automotive vehicles, including, but not limited to tune-ups, relining and adjusting brakes, tire replacement and balancing, steering gears, starters, generators, universal joints, and minor body repair.
  2. Immediately communicate with Fleet Manager to ensure all minor repairs are identified and addressed as early as possible as soon as inform by the drivers to avoid risk of delay through equipment breakdown.
  • Discusses service and repair problems of vehicles with Fleet Manager;
  • Performs minor emergency repairs in the field; steam-cleans engines and chassis;
  • Inspects, services, repairs and/or rebuilds equipment. Carries out preventive maintenance activities (e.g., changes oil, replaces filters, lubricates fittings, etc.)
    1. Inspects and tests vehicles to ensure safety. Reports irregularities and equipment abuse to the Fleet Manager.
    1. Secures the transportation facility at the end of the workday. Responds to transportation emergencies as needed.
    1. Maintain inventory control for vehicles spare parts in the workshop.
    1. Perform any related duties as required.

    Ø JPO Monitoring & Evaluation

    Report to: Technical Assistance Team Leader

    Duties

    Coach and assist the MAF Director and the Section Heads in Manufahi in their daily tasks and duties for the latter to progressively develop skills and capacity in effectively and efficiently managing, supervising and coordinating the Monitoring, Evaluation and Reporting activities.

    Ø Provide guidance to the senior staff for setting clear, sound and specific objective(s) to the M+E programme they need to implement together, in relation to the higher results and the purpose of the programme;

    Ø Assist the senior staff in analysing, organising and planning the tasks and sub-tasks required by them and by other team members to implement the M+E programme, including definition of SMART output and result indicators, elaboration of data collection systems, and timely collection, recording, analysis and reporting of monitoring data, including baseline data; train them in analysing processes, identifying relations, using bar charts and creating simple forms for data collection and recording;

    Ø Assist the senior staff in supervising & coordinating the implementation of M+E activities, including regular control of progress in the field, regular liaison/meeting with programme staff, contractors and beneficiaries, and rapid identification and solving of problems, in order to ensure quantity, quality and timeliness in the progress of monitoring/evaluation, as compared to plans. Train them in focussed field inspections, effective meetings, rapid but reasoned decision-making, quality control and time management;

    Ø Assist the senior staff in evaluating the progress in the implementation of programme activities, by regularly comparing the objectives, targets and plans to the actual results, and analysing the reasons for discrepancies. Train them in re-scheduling or re-shuffling activities according to the results of evaluations;

    Ø Assist the senior staff in preparing short and clear presentations for regular coordination meetings and short, concise monitoring reports for the monthly, quarterly and 6-monthy progress reports of the programme. Train them to focus on key points/problems/aspects;

    Ø Any other duty requested by the Programme Management in relation to the different tasks above.

    Requirements

    Ø At least a BSc degree in Agriculture/Rural Development/Land Planning or equivalent

    Ø At least 2 years field experience in rural development projects in developing countries with responsibilities in the management of activities

    Ø Basic experience in Monitoring and Evaluation activities

    Ø Sufficient understanding and practice of EU Logical Frameworks and SMART indicators

    Ø Good understanding of management functions and good practice of managerial skills and tools

    Ø Demonstrated strong team spirit, and excellent inter-personal relationship skills

    Ø Successful experience in training / coaching / capacity building of civil servants

    Ø Autonomous and adaptive to basic living conditions in difficult rural environments

    Ø Fluent in English and either Portuguese, Bahasa Indonesia or Tetun.

    Building Construction Manager

    Building Construction Manager

    Term of Appointment: 6 months (with possible extension)

    Duty Station: MAF Offices in Dili and Same, Manufahi

    Report to: TA Team Leader/ Imprest Administrator

    Duties

    · Ensure the complete management of the construction of Suco Community Halls (SCHs) in Manufahi District, including planning, budgeting, organisation, procurement, human resources, work supervision, quality control, relations with authorities and stakeholders, administration, etc, especially:

    o Initial contact and dealing with each Head of Suco and the representatives of the Local Communities to agree on the location, design and overall organisation for the construction of the SCH, including signing of an official agreement letter concerning the public status of the land where the SCH is to be built.

    o Overall planning and budgeting of the works, including for materials, transport, labour, supervision, etc from initial contacts until final handing-over of the SCHs. This part of the BCM duty should be completed before the end of February 2011.

    o Final design, BoQ, planning and organisation of works for each SCH, including revision of drawings (drafting to be done by a service provider), identification of and agreements with local workers (skilled and unskilled labour) and any other preparatory activity.

    o Signing of an official agreement with the Head of Suco and the representatives of local communities, and possibly the Heads of local church and customary laws (Ketua Adat), on one hand, and the MAF / RDP3 management on the other. In this agreement, the local authorities should confirm that the land where the SCH will be built is a public (or community) land which will not be sold and remain accessible to all communities until 2013. The commitments of local construction workers should also be included. One person in each Suco should be employed as site officer (and nominated for this function in the agreement), to ensure that the BCM instructions are properly followed, daily work at site is well coordinated amongst workers, eventual problems are quickly informed to the BCM for him to find rapid solutions, etc

    o Procurement of required materials to SCH sites in Sucos, including collaborating with the TA Contract & Finance Expert to prepare and manage supply contracts, organising the delivery of materials to sites, inspecting the delivered materials and securing their safe storage.

    o Supervision of the work in progress, including technical advices to workers, clear instructions given to the site officer, quality control of the works, and quick solving of eventual problems. The BCM may also assist RDP3 in identifying the required furniture (chairs, tables, black board, info board, etc) in collaboration with PPL, and in the delivery to and inspection of the furniture at the site.

    o Upon completion of construction and after delivery of the furniture, organise with the PPL the handing over of the SCH to the local communities through an official ceremony with local authorities and MAF / RDP3 management.

    · Assist the PMU for the supervision of the other buildings to be built by local contractors through works contract

    · Assist the Imprest Accounting Officer in the procurement of construction materials for the SCHs (specifications, identification of suppliers), and preparation of tender dossiers for the construction of other buildings (checking BoQ / cost estimates, specifications).

    · Report primarily to the TA Team Leader / Imprest Administrator, and/or to the Imprest Accounting Officer. Reports secondarily to the MAF District Director and the MAF RDP3 Programme Manager.

    · Any other duty assigned by the TA Team Leader / Imprest Administrator

    Qualifications

    · Graduated in civil engineering / architecture or equivalent

    · At least 8 years experience in the design, planning and costing of building construction projects, with at least 2 years for small projects in rural areas.

    · At least 5 years experience in the supervision of building construction projects, with at least 2 years for small projects in rural areas, including procurement responsibilities

    · Demonstrated excellent inter-personal relationship skills, especially for mobilising and leading local communities, and dealing with local authorities;

    · Good standard of English, in addition to Tetun and/or Bahasa;

    · Computer literate using MS Word, Excel, PowerPoint, AutoCad, etc

    · Autonomous, decisive and result-oriented while still respectful of people and hierarchy

    Ø Irrigation & Water User Associations Supervisor

    Duties

    Technical focus will be on Irrigation and Water User Associations.

    The Irrigation Supervisor will work closely with the MAF Irrigation staff in Same and Dili and will perform the following duties:

    1. Assist in the selection of suitable irrigation schemes / related farmers groups to be supported by RDP3

    2. Assist in the participatory process of WUA and irrigation scheme development, including:

    - Detailed analysis of the current situation of irrigation schemes and concerned farmers

    - Initial design of possible physical improvements of schemes according to beneficiary farmers’ wishes, previous experience, and future operation.

    - Preliminary estimate of investment, operation and maintenance costs according to options

    - Formal agreement with beneficiary farmers on responsibilities and cost sharing of their project

    - Formation of WUAs, including writing of by-laws, election of boards, etc

    - Training of WUAs / boards in water management, group management, bookkeeping, etc

    - Final design of infrastructures by an Irrigation Specialist / Engineer in agreement with WUAs

    - Participation of WUA boards in the work tendering and contracting process

    - Participation of WUA members / boards in the construction / supervision / acceptance of works

    - Operation and Maintenance of the rehabilitated / upgraded irrigation schemes by the WUAs, including conflict resolution, collection of water fees, control of accounts, etc

    3. Assist in the preparation of tender dossiers, especially for design, drawings, BoQs and specifications

    4. Monitor the construction works undertaken by contractors

    5. Ensure contractor compliance with designs and specifications

    6. Ensure contractor follows safe working site practices
