  6. Contributes towards the participation of the Situation Analysis by compiling data, analysing and evaluating information, and writing chapters of the Analysis.
  7. Prepares the sectoral documents for the Country Programme Recommendation (CPR) and Plans of Action, Country Programme Summary Sheet, etc.
  8. Coordinates with Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability. Certifies disbursements of funds, monitors and submits financial status reports to Chief Education.
  9. Participates in inter-sectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategy to support and/or advocate programme development.
  10. Writes programme/projects status reports required for management Board, donors, budget review, programme analysis, annual reports, etc.
  11. Ensures the accurate and timely input of programme information in computerized programme system and the issuance of status reports for monitoring and evaluation purposes.

Main Duties

Under the supervision and guidance of the CDA, the CDO2 will work with the BESIK National CDO1, District Community Development Officers (DCDOs) and DNSAS staff to improve with the implementation of the RWASH activities, will supervise BESIK contractors and partners and strengthen the skills and implementation capacity DNSAS, SAS, NGO’s and communities to improve access to RWASH services. The CDO2 will provide other support to the CDA and CDO1 in the implementation of the Community Development Strategy including, but not limited to:

§ support DNSAS to develop and provide support to District SAS in delivering CAP and community management training ;

§ assist CDO1 in the monitoring and evaluation of BESIK funded activities supporting community management;

§ assist DCDOs / District Facilitator Managers to carry out their planning and reporting activities ;

§ support DNSAS / SAS to provide monitoring support of GMF’s in communities that have access to RWSS;

§ assist in the management of training to appropriate DNSAS and NGO staff to strengthen GMF follow-up;

§ work closely with the Social Training team and DNSAS training person to to plan and manage training at national, District and community level training to support community management.

§ assist in the implementation of a Community Development Workplan for 2011-12;

§ assist CDO1 and DASD in the maintenance of databases for community management activities;

§ work closely with BESIK M&E Officer in database management and reporting work for community development activities;

§ carry out basic research and data collection as required.

There has been a recent appointment of a Judge Counselor as member of the Appeal Court of Timor-Leste. The person appointed is the first citizen of Timor-Leste to have achieved this status solely upon experience within the Judiciary in Timor-Leste. Other members of the Appeal Court gained the majority of their experience in other civil law jurisdictions.

Decisions of the Appeal Court are made when a majority of members of the Court decide in favor or against the appeal in question. In reaching their decisions members are expected to be influenced by not only the arguments of the litigants but also on the basis of their own knowledge, experience and research and not necessarily only those propounded by colleagues.

In an endeavor to build the foundations of a sustainable, effective and efficient Appeal Court in the country, the newly appointed Judge Counselor is most anxious to ensure she brings an independent, yet informed and Timorese culturally influenced mind to the deliberations and decisions of the Court. She also wishes to be in a position to facilitate the preparation of other Timorese Judges to take up similar roles.

Further, she wishes to rapidly access best practices and precedents from other civil law jurisdictions and to be able to consult an experienced counselor and mentor, not only in respect of ongoing issues, but also on the ethics and protocols of her conduct and demeanor as an Appeal Court member. She is also keen to receive advice, counseling, mentoring and support in the production, presentation and delivery of written and verbal judgments and the management of the professional inter-relationships between herself and others members of the Appeal Court. In view of her relatively short experience of Appeal Court deliberations and the need for her to immediately take full part in the work of the Court of Appeal, the newly appointed Judge Counselor has approached MSD and USAID for assistance in recruiting an adviser and mentor to be assigned to her chambers. Whilst having no judicial functions or right of audience before the courts of Timor-Leste the adviser and mentor would guide, advice and support the Judge Counselor through verbal briefings, one-to-one counseling and written opinions.

Whilst the content of the advice, support and counseling provided by the Adviser will remain confidential, the Adviser will be required to provide MSD’s Chief of Party with monthly reports indicating the range of activities undertaken and assessments of progress made.

Subject to the availability of funding, the appointment would be for a period of six (6) months commencing as soon as possible. Extensions to the appointment will be considered dependent on need, and also the availability of funds and contractual conditions.

This assignment is to be an integral part of USAID’s Justice Institutions Strengthening Project (JISP) in Timor-Leste being implemented by MSD. Please review the attached Terms of Reference for additional details and application details.

MANAGEMENT JOB - Position Description - Dili Sanitation & Drainage Masterplan

POSITION DESCRIPTION: Masterplan Manager, Dili Sanitation and Drainage
Masterplan

*This position description needs to be read in conjunction with the
Request for Tender (RFT) and Project Brief, which are only available
upon request.

OVERVIEW
An agreement between the Government of Victoria and the Government of
Timor Leste (GRDTL) has recently been approved for Stage 1 of a Dili
Sanitation and Drainage Masterplan - to be completed by mid 2012 at an
approximate total cost of $2M, including in kind contributions from
Melbourne Water, Yarra Valley Water and WSP.

The project will deliver medium and long term masterplans for the
improvement of both the sanitation and drainage systems in Dili. A
number of pilot programs will also be delivered during Stage 1 to test
sanitation improvement options.

A Joint Venture is proposed between and Melbourne Water and Yarra
Valley Water to deliver the Masterplan. Work has already commenced
under the guidance of a Steering Committee comprising representatives
of GRDTL, Melbourne Water and Yarra Valley Water. As outlined in the
Project Brief, some personnel have already been appointed to work on
Stage 1 of the Project.

Tenders are being called from suitably experienced consultancy firms
to develop the Dili Sanitation and Drainage Masterplan by mid 2012.

Melbourne Water and Yarra Valley Water are seeking a suitably
experienced Manager, based in Dili until approximately June 2012, to
lead all elements of the project including management of contracts,
liaising with GRDTL stakeholders and ensuring all resources in
Melbourne and Dili are deployed efficiently to meet agreed timelines.

PRINCIPAL DUTIES
1. Overall direction and management of a team of people working in
Dili and in Melbourne to produce medium and long term sanitation and
drainage masterplans.
2. Oversee the management of design and construction of a number of
sanitation pilot projects aimed at assessing community expectations
and acceptance. These will be managed by the Pilot Project Manager who
reports to the Masterplan Manager.
3. Direction/coordination of Melbourne based staff of MW, YVW and
consultants and Dili personnel in the development of a Sanitation and
Drainage Masterplan (including some concept designs and costings) as
outlined in the Project Brief.
4. High level stakeholder management of government representatives.
5. Resource management of personnel and budgets
6. Reporting to the Steering Committee, Melbourne Water and Yarra
Valley Water on progress.
7. Management of all procurement associated with Stage 1 of the DSDMP
in accordance with GRDTL law and procedures.

SELECTION CRITERIA – Qualifications and Experience
The successful applicant will have:
1. Relevant engineering or related qualifications
2. Experience in development of long term strategy
3. A working knowledge of urban sanitation in developing countries
and/or drainage systems
4. Demonstrated leadership and project management skills
5. Demonstrated high level stakeholder management skills.
6. Considerable experience working in developing communities
7. Preferably some proficiency in Tetum and/or Bahasa Indonesia and/or Portugese
8. A commitment to live in Dili for the term of the appointment

EMPLOYMENT CONDITIONS
The successful applicant will be engaged under contract by Melbourne
Water and Yarra Valley Water for a period of approximately 10 months
from September 2011 to June 2012.

This contract has an upper limit of AUD$200K although we would welcome

The “Strengthening the Justice System in Timor-Leste” project, also referred to as the “Justice System Programme (JSP),” is a comprehensive capacity development programme for the justice sector. The first phase of the JSP commenced in 2003, and the second phase began after a programme revision exercise in late 2005.

A first independent Mid-term Evaluation Mission was conducted in September 2007. Based on the recommendations of this mission, a revision of the programme was conducted by the Joint (UNDP RCB/BCPR) Programme Revision Mission during May-June 2008. The current Project Document for the Revised Justice System Programme (from here on “JSP”) is the product of this revision exercise, which was signed by UNDP and the Council of Coordination on 22 December 2008. Implementation commenced on January 2009, and finalization date is October 2013.

Evaluation Objective and Scope

The objective of the evaluation is to assess the relevance, sustainability and effectiveness of the JSP design and implementation strategies and to provide a basis for CoC and UNDP decisions on strategic programme alignment, if required. In this regard, the evaluation will examine the alignment of the\

JSP interventions to the Justice Sector Strategic Plan (JSSP) released by the government in early 2010.

he evaluation will assess the JSP progress in achieving the results envisaged in the results and resources framework (copy attached); document the lessons learned since its launch in December 2008, and make recommendations for the remainder of the programme to ensure continued relevance and sustainability. In so doing, it should help the CoC and UNDP, along with all other stakeholders, to better support the justice system entities through sustainable capacity development, and to support improved access to justice for the citizens of Timor-Leste.

Mission Composition and Schedule

The mission will take place in June/July 2011, and will be for a period of 1 month with the following composition:

  1. 1 National Justice Expert: The consultant should have relevant background and experience in: rule of law, judicial reform and access to justice, justice programming or legal/judiciary experience in Timor-Leste.

The JSP is now looking for a National Justice Expert with the following qualifications:

· Masters Degree or equivalent, in law or related disciplines.

· Minimum 5 years of experience in the areas of justice or governance policy development in Timor-Leste.

· Experience in development programmes, preferably with international agencies in Timor-Leste.

· Knowledge and experience with legal and judicial M&E mechanisms.

· Relevant experience and knowledge of the socio-political context of Timor-Leste, in particular in relation to the justice sector.

· Ability to communicate in both the official languages (Tetum or Portuguese)

· Proficiency in both written and spoken English would be an asset;

· Initiative, ability to work independently, sound judgment and good interpersonal skills.

Reporting and Mission Support

The mission will perform as an external independent evaluation mission, meaning that its members have not been involved in the design, implementation or monitoring of the JSP. Reporting in terms of organizational and functional arrangements as well as preliminary conclusions will be to UNDP Senior Management and the CoC.

The JSP staff, including the UNDP Programme Officer, will provide support, and facilitate mission meetings, as requested. Transport for official purposes will be provided by JSP, which will also make a translator/interpreter available to the mission.

General Description:

Under the supervision of the Justice System Programme ICT Specialist and in close consultation with the Head of IT from the Ministry of Justice (MoJ), the ICT Officer will provide support to the IT infra-structure, systems and the Case Management System implementations on behalf of UNDP.

Scope of Work:

l Provide support services related to office applications, computer operations, email/Internet/Intranet/chat systems, VoIP System, special software set up, training and troubleshooting for all the computer users within the JSP and OPG.

l Provide technical support for all offices and users within the Justice Network in the districts, troubleshooting problems as they arise and designing long term solutions.

l Provide support to the implementation of the Case Management System for the Justice Sector, including servers configuration, deployment, administration and training of national staff.

l Report to the IT Coordinator any client needs including hardware, software, backup, anti-virus, cabling, switches, UPS, IP Phones, servers, desktops, scanners, laptops, routers, firewall, modems, printers and spare parts.

l Provide mentoring, formal training and technical assistance for the other national IT staff on systems, equipment, administration, installation, maintenance and upgrading.

l Responsible for maintenance and administration of the LAN hardware, software and peripherals; including IT infrastructure, website operations, email, etc.

l Enhance the existing support procedures, providing manuals, documentation of best practices, configurations, support and troubleshooting of network, software and hardware used by the Justice Sector in the districts.

l Provide formal and on-job training and transfer knowledge of support, systems and network administration to national IT staff within the Justice sector in:

ü Software installation, maintenance and upgrading (servers and workstations), including the compilation of IT Standards & Procedures Guideline for all sites within the Justice Network.

ü Hardware installation, maintenance and upgrading (servers and workstations), including physical installation of equipment, configuration and testing.

ü Recommend suitable IT solutions for system expansion, specifying equipment and software and defining administration procedures for the JSP development, staging laboratory and data center.

ü Participate in the overall design of networks and systems architecture of all remote sites and the interconnection with the Dili Data Center, GoTL operated backbone and Internet.

ü Routine network and servers’ administration, maintenance and troubleshooting, systems documentation, database supervision, server backup, maintenance and updating of anti-virus protection software.

Results/Expected Outputs:

l The primary goal is to be available to provide effective and comprehensive consultation and assistance to all users within the JSP and Justice Sector. That includes:

ü Capacity development of the Justice ICT staff in Systems and Network Administration.

ü The Case Management System for the Justice (OPG, Public Defenders, Prisons, Courts and Police) supported and well-functioning.

ü Resolve any problems to the best of their ability and notify the designated group within the IT department when a referral is needed.

ü Deployment of new Systems, Network and Infra-Structure to the Justice Sector supported.

ü Network documentation, diagrams and manuals produced and up to date.

ü IT Staff able to manage and troubleshoot the Case Management System and related infra-structure.

Qualifications/Requirements:

l Be a citizen of Timor-Leste

l Degree in Computer Science, Information Technology or related fields is desirable.

l Minimum of 5 years experience with Computer Systems, Network Support and Linux Servers at complex sites (heterogeneous clients and servers, multiple Internet servers including fileservers, web, email, Proxy and DNS).

l Experience as a mentor and trainer in the ICT Open-Source Systems and Network field.

l Experience designing, implementing and maintaining enterprise level data networks, including cabling, setting up network equipment (switches, routers, access points), troubleshooting and management using SNMP and protocol analyzers.

l Great ability to identify solutions and troubleshooting for computer hardware, software, network and systems in general.

Water Supply and Sanitation Construction Supervisor 2 (WCS2)

The BESIK (Bee, Saneamentu no Ijiene iha Komunidade) Program or RWSSP, is funded by the Government of Australia through Australian Aid program to provide assistance to the Government of the Democratic Republic of Timor-Leste to increase access to water supply and sanitation and improved environmental health of rural men and women in Timor-Leste.

BESIK is currently recruiting a sick-leave replacement position for Water Supply and Sanitation Construction Supervisor as detailed below:

Job Title: Water Supply and Sanitation Construction Supervisor 2 (WCS2)

Responsible to: WS&S Engineering Advisor (WEA)

Duration: 6 months only

Location: Based in Dili with frequent trips to Districts

Main Duties:

The WCS2 will support and work closely with the National and District Engineering Advisors to ensure that water supply and sanitation projects are properly constructed and built according to approved specifications and standard drawings.

The WCS2 will also assist the National and District Engineering Advisors in mentoring the DNSAS technical staff, local district technicians and local NGOs to enhance their technical capacity in implementing water and sanitation facilities. The WCS2 will also work in conjunction with other BESIK advisors and local staff, District SAS staff, local NGOs and contractors to achieve the BESIK aims. The WCS2 duties include, but are not limited to:

· supporting DNSAS and SAS at the district level in the implementation of CFET and BESIK funded facilities;

· understanding the technical drawings and specifications for water supply and sanitation facilities that will be or are being implemented at the district level;

· supervising the ongoing water supply projects at the project sites as authorized by Engineering Advisors;

· preparing reports regarding the work progress, problems and issues affecting the physical implementation of WS projects, and putting forward recommendations to resolve the issues;

· ensuring that physical construction follows the approved specifications and standards to ensure quality and durable WS facilities;

· assisting the Engineering Advisors in monitoring the progress of works of CFET and BESIK funded facilities generally and submitting corresponding reports that will justify the percentage of accomplishment in project implementation;

· recommending improvements or updating the community water and sanitation guidelines based on the field experience and learnings;

· providing technical assistance to the District SAS, local technicians and NGOs on matters pertaining to source assessment, design, implementation and maintenance;

· undertaking other roles and responsibilities related to technical aspects of water supply and sanitation, as may be assigned by the BESIK Engineering Advisors;

Skills and experience:

Preferred -Diploma Technical or relevant field.

Proven skills and experience in technical work in the water supply sector.

A working knowledge of the existing National Water Supply Guidelines is highly regarded

Computer literacy essential in Microsoft Excel and word and e-mail usage. Knowledge of Epanet and other hydraulic analysis tools.

Previous on site experience in rural water supply is required
