Terms of Reference
Job Title: Community Development Officer 2 (CDO2)
Responsible to: Community Development Advisor (CDA)
Duration: 4 months only (maternity leave replacement position)
Location: Based in Dili with possible trips to Districts
Main Duties
Under the supervision and guidance of the CDA, the CDO2 will work with the BESIK National CDO1, District Community Development Officers (DCDOs) and DNSAS staff to improve with the implementation of the RWASH activities, will supervise BESIK contractors and partners and strengthen the skills and implementation capacity DNSAS, SAS, NGO’s and communities to improve access to RWASH services. The CDO2 will provide other support to the CDA and CDO1 in the implementation of the Community Development Strategy including, but not limited to:
§ support DNSAS to develop and provide support to District SAS in delivering CAP and community management training ;
§ assist CDO1 in the monitoring and evaluation of BESIK funded activities supporting community management;
§ assist DCDOs / District Facilitator Managers to carry out their planning and reporting activities ;
§ support DNSAS / SAS to provide monitoring support of GMF’s in communities that have access to RWSS;
§ assist in the management of training to appropriate DNSAS and NGO staff to strengthen GMF follow-up;
§ work closely with the Social Training team and DNSAS training person to to plan and manage training at national, District and community level training to support community management.
§ assist in the implementation of a Community Development Workplan for 2011-12;
§ assist CDO1 and DASD in the maintenance of databases for community management activities;
§ work closely with BESIK M&E Officer in database management and reporting work for community development activities;
§ carry out basic research and data collection as required.
Skills
Required
- experience working with social/community development, particularly in the rural water supply, sanitation, and hygiene sector
- experience in planning and management of training, experience on gender, poverty and social equity issues.
- experience in facilitating meetings with Program Staff and stakeholders.
- experience in project management skills
- demonstrated experience of working effectively with a team of international consultants
- experience in research and development including reporting skills.
- experience of using computer (MS office) to for database and M&E work.
- excellent communication skills in a cross-cultural environment.
- proficiency in Tetun
Desirable
- proficiency in English and Portuguese;
- experience working and delivering results in an AusAID-funded project; and
- experience working in a public administration environment.
