National Justice Expert (Consultancy):Independent Mid-term Evaluation Mission of the UNDP Justice System Programme

The “Strengthening the Justice System in Timor-Leste” project, also referred to as the “Justice System Programme (JSP),” is a comprehensive capacity development programme for the justice sector. The first phase of the JSP commenced in 2003, and the second phase began after a programme revision exercise in late 2005.

A first independent Mid-term Evaluation Mission was conducted in September 2007. Based on the recommendations of this mission, a revision of the programme was conducted by the Joint (UNDP RCB/BCPR) Programme Revision Mission during May-June 2008. The current Project Document for the Revised Justice System Programme (from here on “JSP”) is the product of this revision exercise, which was signed by UNDP and the Council of Coordination on 22 December 2008. Implementation commenced on January 2009, and finalization date is October 2013.

Evaluation Objective and Scope

The objective of the evaluation is to assess the relevance, sustainability and effectiveness of the JSP design and implementation strategies and to provide a basis for CoC and UNDP decisions on strategic programme alignment, if required. In this regard, the evaluation will examine the alignment of the\

JSP interventions to the Justice Sector Strategic Plan (JSSP) released by the government in early 2010.

he evaluation will assess the JSP progress in achieving the results envisaged in the results and resources framework (copy attached); document the lessons learned since its launch in December 2008, and make recommendations for the remainder of the programme to ensure continued relevance and sustainability. In so doing, it should help the CoC and UNDP, along with all other stakeholders, to better support the justice system entities through sustainable capacity development, and to support improved access to justice for the citizens of Timor-Leste.

Mission Composition and Schedule

The mission will take place in June/July 2011, and will be for a period of 1 month with the following composition:

  1. 1 International Justice Expert

  1. 1 National Justice Expert: The consultant should have relevant background and experience in: rule of law, judicial reform and access to justice, justice programming or legal/judiciary experience in Timor-Leste.

The JSP is now looking for a National Justice Expert with the following qualifications:

· Masters Degree or equivalent, in law or related disciplines.

· Minimum 5 years of experience in the areas of justice or governance policy development in Timor-Leste.

· Experience in development programmes, preferably with international agencies in Timor-Leste.

· Knowledge and experience with legal and judicial M&E mechanisms.

· Relevant experience and knowledge of the socio-political context of Timor-Leste, in particular in relation to the justice sector.

· Ability to communicate in both the official languages (Tetum or Portuguese)

· Proficiency in both written and spoken English would be an asset;

· Initiative, ability to work independently, sound judgment and good interpersonal skills.

Reporting and Mission Support

The mission will perform as an external independent evaluation mission, meaning that its members have not been involved in the design, implementation or monitoring of the JSP. Reporting in terms of organizational and functional arrangements as well as preliminary conclusions will be to UNDP Senior Management and the CoC.

The JSP staff, including the UNDP Programme Officer, will provide support, and facilitate mission meetings, as requested. Transport for official purposes will be provided by JSP, which will also make a translator/interpreter available to the mission.
