Casals & Associates has an opening for a Timorese M&E Specialist to be part of a 3 - 5 year program supporting the corruption fighting institutions of Timor-Leste.
Job Summary
The Program Assistant/ Monitoring & Evaluation Specialist will provide project support to the Casals and Associates Chief of Party (COP) and Casals’ Headquarters by collecting M&E data consistent with the Performance Monitoring Plan (PMP), producing written reports analyzing and summarizing that data and collecting and reporting other data as may be required by Chief of Party.
Principle Accountabilities
JOB DUTIES & RESPONSIBILITIES
· Performs initial assessment and analyzes baseline data.
· Collects and validates data as required by PMP.
· Analyzes and summarizes data for PMP reporting.
· Develops M&E plans, Annual Evaluation Reports, and other written reports in accordance with PMP.
· Collects, summarizes and analyzes other data as requested by COP.
· Provide guidance and recommendations to COP.
· Participates in creation and revision of the PMP.
· Responsible for data quality and data management.
· Other duties as may be assigned by the COP.

Excellent inquiry, data collection and analysis skills.
Excellent reporting, writing and presentation skills.
Strong analytical and problem solving skills.
Strong knowledge of performance output and impact indicators, information/data gathering, and results reporting.
Proven track-record in providing technical and programmatic guidance to diverse stakeholders on optimal mechanisms and methodologies for quality performance monitoring, data validations, planning, quality controls, accountability mechanisms, assessments and evaluations.
Language skills required: English, Portuguese, Tetum.
Experience & Education
Candidates for this position should have a minimum of 3 years experience with monitoring and evaluation protocols in international development programs. USAID experience preferable
Bachelor’s degree.
