JOB AD - Community Engagement Coordinator, Dili Sanitation & Drainage Masterplan

Position Description: COMMUNITY ENGAGEMENT COORDINATOR
Sanitation Pilot Projects - Dili Sanitation and Drainage Masterplan

The Government of Victoria is working with the Government of Timor
Leste (GRDTL) on Stage 1 of a Dili Sanitation and Drainage Masterplan
(DSDMP), to be completed by mid 2012. The project will deliver medium
and long term masterplans for the improvement of both the sanitation
and drainage systems in Dili. A number of small scale sanitation
pilot projects will be delivered during Stage 1 to test sanitation
improvement options.

A Joint Venture is proposed between and Melbourne Water and Yarra
Valley Water to deliver the Masterplan. Work has already commenced
under the guidance of a Steering Committee comprising representatives
of GRDTL, Melbourne Water and Yarra Valley Water, and a number of
personnel have already been appointed to work on the Project. Tenders
have been requested from consultancy firms to develop the Dili
Sanitation and Drainage Masterplan by mid 2012. It is expected that
once selected, the preferred tenderer will start work in Dili in
September 2011. WSP (Water and Sanitation Program) is also providing
technical support to the project.

Melbourne Water and Yarra Valley Water are seeking a suitably
experienced Community Engagement Coordinator to work with the DSDMP
team, WSP, the GRDTL and a Timorese Non-Government Organisation (NGO)
on the development and implementation of a community engagement plan
as part of the DSDMP sanitation pilot projects.

The Community Engagement Coordinator will report to the Pilot Project
Manager (Liz Roder), and be responsible for the management of NGO(s)
for the development and implementation of a community engagement plan
as part of the delivery of the DSDMP sanitation pilot projects. The
Community Engagement Coordinator will live and work in Dili for the
term of the employment contract. The initial term of the contract
will be 6 months, from approximately September 2011 (*may be extended
to June 2012).

The key objectives of the role are to:
- Develop good working relationships with community leaders involved
in the pilot projects
- Gain the understanding, acceptance and support of the pilot project
communities for sanitation improvements
- Establish sanitation preferences of pilot project communities, for
implementation in the pilot projects and inclusion in the Masterplan
- Define appropriate O&M arrangements for the sanitation improvements
included in the pilot projects (also for inclusion in the Masterplan)
- Gain the understanding, acceptance and support of pilot project
communities for the O&M arrangements defined for the sanitation
improvements included in the pilot projects

The roles and responsibilities of the Community Engagement Coordinator
will include:
- Work with WSP and the Pilot Project Manager to select an appropriate
NGO(s) for the pilot project community engagement plan
- Work with WSP, the Pilot Project Manager and the selected NGO(s) to
develop a Community Engagement Plan (CEP) for the pilot projects
(includes hygiene promotion campaign for pilot project communities)
- Coordination and management of the NGO(s) to perform the community
engagement defined in the CEP (includes hygiene promotion campaign for
pilot project communities)
- In consultation with the GRDTL, WSP and the Pilot Project Manager,
coordinate and participate with NGO(s) in community engagement
workshops defined as part of the CEP (with WSP as required) to develop
and agree concept designs for pilot project sanitation improvement
facilities (above and below ground infrastructure)
- In consultation with the GRDTL and the Pilot Project Manager,
coordinate and participate with NGO(s) in community engagement
workshops defined as part of the CEP (with WSP as required) to develop
and agree O&M arrangements for pilot project sanitation improvement
facilities (above and below ground infrastructure)
- Work with the Pilot Project Manager to provide feedback to the
Masterplan team regarding community preferences and pilot project
concept designs, for consideration in the development of the
Sanitation Masterplan
- Work with the Pilot Project Manager to inform a design/construction
management company of the concept designs agreed with the community
and the GRDTL, for incorporation into a detailed design and
construction contract by the design/construction management company
- In consultation with the GRDTL, the design/construction management
company and the Pilot Project Manager, coordinate and participate with
NGO(s) in community engagement workshops defined as part of the CEP
(with WSP as required) to develop and agree detailed designs and
construction plans for pilot project sanitation improvement facilities
(above and below ground infrastructure)
- In consultation with the GRDTL, the design/construction management
company and the Pilot Project Manager, work with the NGO(s) in
community engagement required during construction of pilot project
sanitation improvement facilities (above and below ground
infrastructure)
- Work with WSP and the Masterplan team to prepare a Community
Engagement Plan for inclusion in the Masterplan, to inform the
community engagement components of Stage 2 of the DSDMP

Required knowledge, experience and skills:
- Tertiary qualifications in a relevant field
- Demonstrated understanding of urban sanitation in developing
countries, including technical options, community attitudes and
behaviours, and political and social issues relating to the
development and implementation of urban sanitation facilities in
developing countries
- Experience in managing and working with NGO’s in developing
countries, preferably in Timor Leste
- Experience in community engagement in developing countries,
preferably regarding urban sanitation issues, and preferably in Timor
Leste
- Experience in managing budgets, developing community engagement
plans and setting work programs
- Familiarity with public participation frameworks and models
- Excellent writing, analytical and public relations planning skills
- Exceptional verbal communication skills
- Effective problem solving, negotiation, conflict management &
resolution skills

It is critical that the Community Engagement Coordinator is fluent in
or has good working written and verbal skills in either Tetun and/or
Bahasa Indonesia.
