Duties/Responsibilities:
Under the administrative directive of the Country Director, Deputy Country Director the National Logistics Officer will act as the Head of Logistics Unit and be responsible for the following duties and responsibilities:

· Define logistics strategy within the WFP policies and procedures and ensure effective integration of transport operations, including coordination with other organizations in the area;
· Provide leadership in specific areas of competence, i.e. warehousing, transport management, shipping, etc;
· Prepare Logistics Unit Work Plan;
· Manage logistics operations, including all logistics assets in order to ensure timely and cost effective delivery of WFP cargoes;

· Ensure effective Landside, Transport, Storage and Handling (LTSH) management including project budgetary review and regular LTSH reviews; Prepare the reports for the Committee on Commodities, Transport and Insurance (CCTI);
· Ensure that the Logistics Capacity Assessments (LCA) are carried out in a timely manner;
· Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are regularly maintained;
· Advise on logistics management and structures and staffing levels;
· Supervise staff and ensure that all staff are adequately trained in order to achieve high working standards; Develop comprehensive training programs as required;
· Responsible for the management of the WFP warehouses; ensure that WFP standard systems are properly maintained at warehouse;
· Ensure effective food commodity and non-food items (NFI) management; Monitor the quantity and quality of the food commodities and NFIs stored; Carry out regular physical random checks/inventory of the warehouse and produce regular stock reports; ensure that WFP standard waybills are duly filled.

Required experience:
§University degree, preferably in business administration or economics, or relevant logistics qualifications or extensive logistics experience.
§ At least 3-5 years experience in shipping, freight forwarding, trucking or other logistics/transport operations.Proficiency in Windows (MS Word, MS Excel) and some transport tracking system experience. Fluency in both oral and written English. Knowledge of local languages.

Duties/Responsibilities:
Under the direct supervision of the Head of Sub Office, Oecusse , the Store Keeper will be responsible for, and not limited to, the following duties: q Supervise the work of casual laborers. Ensure that proper control systems and adequate handling stacking of the cargo are being out into practice; acknowledge receipt for the quantities received/dispatched signing off reception/delivery orders and other related documents, including waybills.

Under the direct supervision of the National Finance/HR Officer and the overall guidance of the Chief of Mission (for ACP National Research Focal Point) and the guidance of the Resource Management Officer (for Admin./Finance Assistant), the incumbent will be responsible for the following functions:


1- Human Resource Administration and Finance
  • Establish, manage and regular update of personnel files
Assist National Finance/HR Officer with Preparation of National staff contracts/renewals and corresponding Personnel Action forms (PA), ensuring staff always has a signed valid contract in file.
  • Assist National Finance/HR Officer for maintenance of attendance Records, keeping and follow up with national staff, making sure they fill out the required leave request forms. For staff sick leave the incumbent should ensure the submission of the respective medical certificate, when required.
  • Follow up leave balance of national staff and liaise with the respective supervisors regarding leave plan of staff in their unit, allowing for work continuity in the various Units.
  • Assist with Update of PEF (Personnel Establishment Format) in view of monthly transmittal to PAC.
  • Prepare national staff promotion calculation sheet and supporting documentation for approval by COM and transmittal to PAC.
  • Prepare separation calculation form for departing staff, as well as waiver Exit Medical Examination form for staff leaving IOM without a medical exit exam. If staff wants to have a medical exam, handle letter/form to be remitted to staff to undergo medical exit exam.
  • Follow-up of the drivers’ annual eye examination and prepare corresponding letter for the clinic or hospital.

  • Follow-up with staff in general regarding completion of required medical exams, following HCPU’s request for staff medical matters.
  • Assist National Finance/HR Officer in Recruitment process, Training Activities for National Staff.
  • Submit as necessary to COM’s Assistant the weekly staff List of National Staff in view of the required update of the security files in the UN.


2- Finance
  • Assist National Finance/HR Officer with preparation of projectization calculation of monthly fuel consumption and follow up with Logistic Unit regarding timely receipt of data on personal use of IOM Vehicles prepare and submit monthly invoices for staff’s personal telephone calls, vehicle mileage and other outstanding debts and follow-up with them in view of timely collection.
  • Ensure staff sign their monthly payslips before filing in corresponding payroll binder/folder.
  • Assist National Finance/HR Officer with preparation of correspondence for Bank Transaction & files pre-numbered bank letters in corresponding binder.
  • Review Travel Expenses Claim (TEC) for International and National staff’s for Duty Travel.
  • Assist National Finance/HR Officer with budget follow-ups and preparation of financial reports of assigned projects.
  • Handle Treasury Functions in absence of National Finance/HR Officer.
  • Handle Petty cash entries of expenses incurred by Procurement Unit and performs unannounced cash verification of concerned petty cash custodians.


3- National Research Focal Point for the ACP Observatory on Migration

Under the overall supervision of the Director of the ACP Observatory for Migration
and the direct supervision of the PMU in Brussels, the successful candidate will be accountable and responsible for the oversight, coordination and implementation of research activities in the ACP pilot country and region where s/he is based.

In particular s/he will:
  • Be responsible and accountable for taking stock of migration research capacities and data sources to identify gaps and existing information;
  • Identify relevant national migration experts and practitioners, including policy makers with an interest in migration, to become members of the national migration research network through inclusion in the database and liaison activities. Continuously contact and reach out to new interested ACP migration experts and research institutes, for instance via email distribution lists, in close coordination with the PMU;
  • Cooperate with the respective ACP technical assistant of the ACP Migration Facility who coordinates the national consultation process on migration and development;
  • In close coordination with the PMU and in particular the Research Officer, developing a work plan to ensure the timely implementation and achievements of research-related programme outputs; review project outputs and timelines versus objectives as set forth in the programme documents;
  • Maintain close contact and coordinate research-related programme activities with the members of the Programme Consortium and other ACP partners and stakeholders and involve them in the implementation of the programme activities as stipulated in the Memorandum of Understanding/Partnership Declarations;
  • Coordinate and undertake research activities under the ACP Observatory on Migration at national level, including identifying expertise for topics recommended by ACP consultative fora and subsequent cross-cutting studies carried out in selected ACP countries and coordinated by partners;
  • Be responsible for the oversight of the creation and maintenance of the national and regional section of the Observatory database on intra-ACP migratory flows and migration policies as well as the national and regional section of the Observatory website;
  • Apply the common methodology for migration data gathering, processing and analysis in the ACP, in close cooperation with the PMU and members of the Observatory;
  • Contribute to and coordinate input at national and regional level for the annual ACP Migration Report, thereby also covering other countries in the region that are not pilot countries of the Observatory;
  • Participate in and provide support to the research training and capacity-building workshops and ensure that the trained trainers apply their knowledge, including through the provision of support for additional training events;
  • Supervise the conduct and the publication of specific action–research and studies, including on the migration and development nexus, in the respective ACP pilot country in close cooperation with the PMU research officer and the Observatory;
  • Represent the PMU and the ACPOM in relevant meetings, seminars and conferences at national and regional level, in coordination with the PMU;
  • Undertake duty travels related to research activities, liaison with the Observatory network and counterparts, problem solving etc;
  • Prepare regular, special and other required reports, and ensure that all reporting requirements are met in a timely manner;
  • Perform such other duties as may be assigned.

5. Requirements


Education:
Completion of secondary (high school) education. Training in administrative field is desirable and a University degree in Political or Social Sciences, Business Administration, International Relations, Development or related fields would be an advantage.

Experience: Five years of progressively responsible work experience in general office administration, especially in the Human Resource area and relevant experience in conducting research on migration and development issues. At least three years experience in migration patterns of the Timor-Leste context is an asset.

Language(s): Very good English communication skills, both oral and written. Knowledge of Portuguese, Tetum and Bahasa is an asset.

Competencies:
· Knowledge in migration related issues in the ACP region and in particular on the linkages between migration and development in Timor-Leste.
· Excellent analytical and writing skills.
· Track record in migration research

Job Summary:

The Pathology and Microbiology Laboratory Specialist is primarily responsible for strengthening the public health laboratory services, in particular, establishing and upgrading the existing services to an efficient, state of the art quality laboratory service for the testing of HIV and other STI's in the National Laboratory, Regional Laboratories and National and Regional Blood Banks.

The Pathology and Microbiology Laboratory Specialist will play a key role across the National HIV/AIDS Program providing technical input for all laboratory issues related to the program. S/he will work in ensuring the quality blood bank services and laboratory serology services and upgrade the laboratory technical skills required for opportunistic infections diagnosis and antiretroviral monitoring at the ART prescription health facilities.

The Pathology and Microbiology Laboratory Specialist will work collaboratively with the National Laboratory, Referral Hospital Laboratories, National HIV/AIDS Unit in the Ministry of Health, as well as with the Blood Bank Services.

The position is responsible for developing further capacity in implementing the operational aspects of testing and introducing quality control and monitoring processes for HIV and STI testing services.

Specific tasks:

•Assist with the review, updating and implementation of Infectious Diseases laboratory plan for the country.
•Review/develop national standards for assuring quality of laboratory results in all the laboratories and train practitioners in efficient implementation of standards.
•Review and update National Guidelines for Safe Blood Transfusion and laboratory quality management and train key staff on their implementation.
•Review/develop protocols and Standard Operating Procedures (SOPs) for voluntary counseling and testing centers (VCT Centers), laboratory and blood bank services and train practitioners on protocols and standard operating procedures.
•Support establishment of testing services and ensure quality of testing and laboratory processes related to VCT and STI issues in the laboratories, ART centers and Community Health Centers (CHCs) where HIV and STI counseling and testing services are offered.

•Review External Quality Assessment Schemes for laboratories and blood banks and establish appropriate subscription and linkages to external quality assessment program for these services.
•Develop and review SOPs for laboratory diagnosis methods for opportunistic infections and provide training to the lab service providers in the 7 ART centers and laboratory diagnosis of opportunistic infections.
•Assist with implementation of an on-site mentoring plan for ART monitoring laboratory needs in the 7 ART centers.
•Review stock management, distribution and supervision systems of the health products, health equipment, reagents and consumables for laboratory and blood bank services and train key staff in stock management, distribution and supervision of use of these items.
•Assist with need identification, product selection, stock and consumption analysis, quantity estimation and costing for finalizing yearly procurement plan for the health products, health equipment, reagents, consumables and other supplies for the laboratory and blood bank services.
•Coordinate and assist with Timor-Leste’s taking part in a regional twinning program with Australian National Reference Laboratory (NRL) for laboratory and blood bank services.
•Undertake any other activities consistent to this position and in agreement with the National HIV/AIDS Program.

Professional Qualification and experience:

•Laboratory scientist / technician with at least graduate level qualification; Specialization in Microbiology is preferred
•International level experience in laboratory systems set up and mentoring
•Sound theoretical knowledge and practical experience in HIV and STI testing and blood screening with rapid diagnostic test kits and automated immunoassay systems

Position 2: Research and Surveillance Specialist

Position Summary

Research and Surveillance Specialist will play a key role to assist the National HIV/AIDS program in achieving the objective to improve the quality and access to strategic information related to STI and HIV/AIDS. The Research and Surveillance Specialist will work as a member of the core National HIV/AIDS Program team to design and lead HIV sentinel surveillance, integrated biological and behavioral surveillance survey, rapid situation assessment and IDU assessment.

Specific Responsibilities

•Provide leadership and support in conducting Integrated Behavioral and Sero Surveillance Survey for most at risk groups for STI and HIV in Timor-Leste. Such surveillance will look into STI and HIV prevalence and risk behaviour of female sex workers, men who have sex with men and people in uniform with samples drawn from at least three districts in Timor-Leste.

•Provide leadership and support in conducting HIV and STI sentinel surveillance among pregnant women and general populations.

•Conduct mapping and rapid situation assessment of high risk population groups and risk behaviour in 5 districts in Timor-Leste.

•Lead and support an assessment of injection drug use behaviour in two districts in Timor-Leste.

•Undertake other social and operational research to assess the risk factors and programmatic gaps for supporting the national HIV/AIDS program.

•Work with Data Management Specialist, MoH Surveillance Department, and HMIS Department to provide input into the integrated disease surveillance database.

•Support the HIV/AIDS Unit with necessary strategic analysis for program planning, implementation and monitoring.

Professional Qualification and experience:

oGraduate qualification in Statistics or social sciences with specialization/experience in quantitative and qualitative methodology
oAt least 3 years experience in research and surveillance
oSound theoretical knowledge and practical experience in mapping, situation assessment, sero surveillance and behavioral surveillance survey

The UNCT is made up of 18 UN agencies, including the International Financial Institutions. In addition, a strong coordination network has existed with NGO partners throughout the humanitarian assistance, and it is envisaged to maintain it the post-humanitarian phase.

The incumbent will assist the Deputy Special Representative of the Secretary-General (DSRSG) / UN Resident and Humanitarian Coordinator (RC/HC) and the clusters and working groups to ensure a coordinated approach in the recovery phase, after the phase-out of OCHA in December 2008. The Resident Coordinator Unit?s portfolio will encompass both development and recovery coordination support. The Unit is responsible for facilitating a range of development and recovery-related planning and coordination processes. It works closely with the humanitarian section of UNMIT to ensure effective coordination (and transition) between political, humanitarian and development activities. It represents the UNCT in various fora feeding back key issues of concern from various stakeholder groups to UNCT members and to the IASC.

Within the context of the UN Integrated Mission in Timor-Leste, and under the leadership of the DSRSG/RC/HC, the Head of the RC Unit will also provide timely and substantive coordination support to the implementation of the UNDAF for Timor-Leste, including development and recovery activities, as well as joint planning efforts of the UN Country Team (UNCT).

The RC Unit consists of 4 staff: the Head of Unit (P4), a National Officer (NOA), a Coordination officer (L3), and an Information Officer (L2). The Humanitarian component of UNMIT consists of 2 professional staff (L4 and L3). The Head of Unit works closely with the Special Assistants (L4 and L3) to the DSRSG.


Duties and Responsibilities

Summary of key functions
  • Strategic planning and monitoring of the development and recovery priorities, including the UNDAF,
  • Support and facilitate the clusters and sector-level technical experts in identifying sector-level strategy and priorities, ensuring coherency across sectors. Ensure effective functioning of the coordination mechanisms,
  • Managing the RC Unit and overall coordination amongst UN agencies,
  • Further advance the integration efforts between UNMIT and the UN agencies.

Strategic planning and monitoring of the development and recovery priorities, including the UNDAF
  • Support and coordinate continuous identification, analysis, and priority setting for recovery and development needs in order to facilitate an appropriate and coherent programmatic response by UNMIT and the UN agencies within a peace building context.
  • Advise the DSRSG/RC/HC on the planning and management of UN system coordination for post-conflict recovery at the country level, and facilitate the necessary preparatory and follow-up work.
  • Provide policy advice and technical support to the DSRSG/RC/HC and UNCT on UN system collaborative programming and monitoring & evaluation processes for transition response.

Support and facilitate the clusters and sector-level technical experts in identifying sector-level strategy and priorities, ensuring coherency across sectors. Ensure effective functioning of the coordination mechanisms
  • Establishment and management of effective mechanisms for strategic planning, monitoring and evaluation of UNDAF implementation in consultation with UN Agencies, UNMIT, Government, civil society, multilateral and bilateral institutions, including monitoring.
  • Support appropriate linkages between the work of the UN system, national development priorities/budget, Millennium Development goals (MDGs), the International Compact/ National Priorities, and the National Recovery Strategy
  • Support and facilitate consultations with the government, donors and organizations of the UN system on policy and programme development as well as other related strategic initiatives.
  • Support the strengthening of existing coordination between the UN system and the donor community on development and recovery issues, including through the IASC.
  • At his/her request, represent DSRSG/RC/HC in various national and UN meetings.

Managing the RC Unit and overall coordination amongst UN agencies
  • Supervise the staff members in the unit.
  • Ensure appropriate linkages and coordination with the Special Assistants, UNMITs humanitarian section, and other pillars of the mission.
  • Manage UNCT meetings and UNCT workplan planning and reporting.
  • Manage and report on RC Units budget.

Further advance the integration efforts between UNMIT and the UN agencies
  • Support and facilitate, in close consultation with the DSRSG/RC/HC and UNCT, the process to ensure that UNs strategies are consistent with the work of the UN agencies, the cluster system and other coordination at the country level.
  • Identify areas that need further integration, and recommend measures to address them to UNMIT senior management and the UNCT.

Description of the organisation:

Seeds of Life (SoL) is a program within the Ministry of Agriculture and Fisheries (MAF) in East Timor (Timor Leste). The third phase of Seeds of Life (SoL III), 2011-2016, aims to improve food security in East Timor through increased productivity of food crops. Funding for the program is provided collaboratively by the Government of East Timor (GoTL) and the Government of Australia. Australian funding is provided through the Australian Agency for International Development (AusAID) and the Australian Centre for International Agricultural Research (ACIAR) and is managed by ACIAR. The Centre for Legumes in Mediterranean Agriculture (CLIMA) within The University of Western Australia (UWA) coordinates the Australian funded activities.

SoL III has a team consisting of more than 60 professional Timorese staff plus 9 international advisors. The Team Leader will be responsible for the team of advisors and a total budget of AUD25 million over five years.

Responsibilities:

· Establish a strong working relationship with the Director General of MAF and the Divisional Directors involved in implementation of SOL III.

· Provide strategic and operational leadership to the Program, ensuring it is implemented in accordance with the intention of the Program Design Document and Annual Plans.

· Ensure the overall coherence and quality of program implementation.

· Collaborate with stakeholders in the sector and establish effective working relationships with bilateral and multilateral donors and non-government organisations.

· Manage, guide and mentor international advisers and national staff in the planning and implementation of activities.

· Lead and coordinate the implementation of activities designed to strengthen MAF’s capacity to manage the national seed system.

· Lead the development and implementation of an institutional change and capacity building agenda, ensuring that capacity improvements are sustainable.

· Work closely with senior MAF officials and international advisers to develop, implement and monitor a Transition Plan detailing the greater use of MAF systems and progressive handover of key program functions.

· Manage program reporting requirements, human and financial resources of the Program in accordance with contractual requirements and policies of ACIAR and MAF/GoTL.

· Represent the Program on behalf of AusAID, ACIAR and UWA in all dealings with GoTL and outside parties.

Qualifications & Experience:

Essential:

· A post-graduate degree in a relevant field – preferably agronomy or rural development.

· At least 10 year’s experience working in international development, with experience in international agricultural research for development highly desirable.

· Understanding of the research and development processes and issues involved in identifying improved varieties of staple foodcrops and establishing systems for improving access to seed for farmers.

· Highly developed inter-personal skills including the ability to work with a range of stakeholders in multi-cultural settings and ability to work effectively as part of a Team.

· Fluency in English and excellent written and oral communication and liaison skills.

· Demonstrated experience in the management and delivery of development projects.

Desirable:

· Proficiency in Bahasa Indonesian, Tetun or Portuguese.

· Work experience in East Timor and/or Southeast Asia.

Thanks to ideas blossoming out of an APHEDA study tour, WWCs in SA, NT & QLD, with counterparts from the union movement in Timor-Leste, have ensured the idea of a WWC-TL is now supported by a range of progressive organisations and government ministers in both countries.

To celebrate, WWC Australia's annual conference, Our Work Our Lives, will be held in Dili to coincide with the launch of its Timorese sister organisation. WWC-TL will be lead by local women keen to see the organisation play a central role in Timorese civil society, providing information, support, advice and advocacy services to women on work-related issues.

PDT Blog: JOBS FOR THE BOYS (AND GIRLS) – A NEW ENTERPRISE

March 7, 2011

With the vast majority of Timorese being under the age of 25 its all about jobs for young men and women. Our Jobs Directory is now getting over 2,000 hits a day, but these jobs are mostly for the “educated” and those in Dili. How I wish I could expand it to include jobs for the trades, and for those in the hills…. Any ideas anyone?

But I digress.

There is alot of talk about “jobs for the boys” in Timor-Leste these days. There are a couple of meanings to this expression in the context of what is going on in Timor-Leste.

In one way its intended to suggest that those that who are “connected” get the jobs. While from another point of view it is used in relation to male youth, and the problems and potential they that hold.

Women need and should have jobs for sure, but I did not see many women throwing stones, carrying guns or burning houses in 2006. Certainly some women heroicly played a direct role in FALINTIL (the armed resistance) between 1975-99 but they quite rightly moved into a peace time mode pretty quick. Not so for some of the boys.

As the Accountant of the Australian Embassy in East Timor provide strategic advice on Financial Resources issues relevant to the operations of the Embassy. Provide strategic financial advice to the Finance Manager and financial guidance to staff. Contribute to the overall effectiveness and team approach of the Embassy.

As a member of management, provide innovative and creative policy development and implementation. Continuously review and improve processes to ensure the highest levels of efficiency and productivity within the Finance Team.

Tasks and Functions

Accounting Functions

1. Provide financial accounting services to the embassy offices in accordance with the provisions of the Chief Executive Instructions and Financial Management Manual.

2. Maintain comprehensive accounting records utilising the SAP Finance Management System (SAP FI). Ensure expenditures are recorded against appropriate cost centres. Retain hard copies of accounts and associated vouchers in an orderly fashion to facilitate later retrieval for audit or other official purposes. Maintain, create and amend Customers and Vendors.

3. Post the payments to the right vendor in the SAP FI, doing a final check over the proposal list produced by SAP FI and make sure everything is correct before undertaking a check payment run and a cash payment run. Print out the cheques from the SAP system including the summary of cheque payments.

4. Prepare FMA001’s and ensure all accounts are approved by appropriate delegates and that supporting documentation is attached.

5. Prepare PO under SAP and print out the FMA001 including the purchase order from the system, ensure when the invoice received, it has been reconciled with the PO then posted to the system for payment.

6. Updated, created customers and recorded all the consular cases to the SAP system and make sure when they repaid the funds have to enter in the correct customer account.

7. Process and maintain details on reimbursement of Household Maintenance Allowance (HMA).

8. Check and issue payments for Traveling Allowances, and process acquittals. Check salary payments for Local, Temporary and Head of Mission Domestic Staff (HOM DOM).

9. Prepare cashbook request claims to DFAT and journal all reimbursement deposits. Monitor the receipt of FMA003’s and other budgetary alterations and Monitor and ensure compliance with Departmental requirements in regards to cashbook minimum balances. Expeditiously return excess funds to Canberra.

10. Respond in a timely manner to Finance Management Branch (FMB) and Evaluation and Audit Section (EAS) queries. Facilitate the auditing of the Posts' accounts during audit inspections.

11. Prepare initial budget itemizations proposals for consideration by the Finance Manager. Report regularly to the Finance Manager on the status of the various budgets. Prepare forecasts of likely budget outcomes. Monitor expenditure and alert management to any real or potential problems.

12. Prepare requisite reports on financial and associated matters, including end of month, end of financial year in a timely and comprehensive manner.

13. Liaise with the Posts' bankers to ensure an appropriate level of service is maintained and any error or omission is quickly remedied. Bring all such matters to the prompt attention of the Finance Manager.

14. Provide advice to attached agency managers on financial matters relative to their operational needs. Provided prompt action when correction or other journals are requested by attached agencies.

15. Train staff involved in the direct recording and monitoring of expenditure in the use of SAP FI.

16. Maintain registers of advances. Take measures to ensure they are recovered in a timely fashion. Inform Finance Manager when repayment deadlines are breached.

17. Maintain records of staff allowances and other entitlements to ensure no unentitled or duplicate claims are paid. Keep A-based staff informed of the status of their individual representation and HMA entitlements monthly.

18. Provide advice on finance and budgetary issues to the Finance Manager.

21. Develop and implement policies and practices that achieve measurable productivity and efficiency gains.

22. As Supervisor of the Finance Team, responsible for increasing skills levels and multi-skilling of Finance Team Members.

23. In consultation with Office Manager manage leave and other absences of the Finance Team.

24. Develop strategic plans in line with 'working smarter' using problem-solving and decision-making skills, including consultative listening, questioning, conflict resolution and persuasion skills. Use appropriate interpersonal styles and negotiation methods when providing support, without removing accountability, when guiding team members, colleagues, and senior management towards accomplishment of goals and objectives.
