Duties/Responsibilities:
Under the administrative directive of the Country Director, Deputy Country Director the National Logistics Officer will act as the Head of Logistics Unit and be responsible for the following duties and responsibilities:
· Define logistics strategy within the WFP policies and procedures and ensure effective integration of transport operations, including coordination with other organizations in the area;
· Provide leadership in specific areas of competence, i.e. warehousing, transport management, shipping, etc;
· Prepare Logistics Unit Work Plan;
· Manage logistics operations, including all logistics assets in order to ensure timely and cost effective delivery of WFP cargoes;
· Responsible for all transport matters arising in the country, in accordance with the corporate standards, i.e. arrange for transport related contracts, including agency agreements and implement and administer operations, etc;
· Gather market intelligence through research and networking to improve the knowledge basis in WFP;
· Ensure effective Landside, Transport, Storage and Handling (LTSH) management including project budgetary review and regular LTSH reviews; Prepare the reports for the Committee on Commodities, Transport and Insurance (CCTI);
· Ensure that the Logistics Capacity Assessments (LCA) are carried out in a timely manner;
· Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are regularly maintained;
· Advise on logistics management and structures and staffing levels;
· Supervise staff and ensure that all staff are adequately trained in order to achieve high working standards; Develop comprehensive training programs as required;
· Responsible for the management of the WFP warehouses; ensure that WFP standard systems are properly maintained at warehouse;
· Ensure effective food commodity and non-food items (NFI) management; Monitor the quantity and quality of the food commodities and NFIs stored; Carry out regular physical random checks/inventory of the warehouse and produce regular stock reports; ensure that WFP standard waybills are duly filled.
· Perform other related duties as assigned.
Required experience:
§University degree, preferably in business administration or economics, or relevant logistics qualifications or extensive logistics experience.
§ At least 3-5 years experience in shipping, freight forwarding, trucking or other logistics/transport operations.Proficiency in Windows (MS Word, MS Excel) and some transport tracking system experience. Fluency in both oral and written English. Knowledge of local languages.
