Job - UNICEF Human Resources Officer

Purpose of the Position
Under the supervision of the Operations Manager, you will manage all human resource activities including the supervision of Sr. Human Resource Assistant in the country office in accordance with the HR work plan, consistent with the Country Programme Management Plan.

Key Expected Results
1. You will determine and implement entitlement for international and local staff in accordance with UN/UNICEF rules, regulations, instructions and directives, (e.g. home leave, education grant, dependency allowance, language allowance).

2. You will carry out the recruitment process of national professional officers, general service, and temporary staff, according to UN/UNICEF rules, regulations, procedures and policies. Review appropriateness of job descriptions, arrange internal and/or external advertisement(s) and, in consultation with supervisors, undertakes the short-listing of candidates for Interview panel/CRB reviews and conducts preliminary interviews.

3. You will provide briefing and orientation to newly arrived staff on personnel and administrative procedures and requirements (payments, opening of bank accounts, etc.), and international staff personal entitlement in the country. Ensure the processing of these entitlements and documentation with the relevant ministries, and other appropriate institutions

4. You will review policy changes from headquarters, and briefs the Operations Officer/Representative on the feasibility and appropriateness to local conditions. Implement decisions and establishes control mechanism.

5. You will follow up on all local staff contractual status and ensures appropriate and timely actions for renewals of contracts, promotions, within-grade increments, & performance evaluations.

Qualifications of Successful Candidate
University degree in Business Administration, with specialization in HR or Personnel Management.

Two years of professional work experience in the field of HR or personnel administration. Work experience in an international organization is desirable.

Fluency in English and another UN language. Knowledge of Portuguese, Tetum or Bahasa Indonesia is an asset.
