Job- Local Governance Expert

Dear colleagues and friends,

The Asia Foundation is seeking a qualified development professional to prepare a report on local governance using the results from the United States Agency for International Development (USAID)-funded Suco Governance Performance Scale (SGPS). The successful candidate will have strong analytical skills, demonstrated achievement in writing reports and extensive contextual knowledge of community structures and functions in Timor-Leste.

Background:

The Asia Foundation, with funding from USAID, has designed a scaled index that measures the quality of governance across 21 different indicators based on the 2004 Suco Law, 2009 Law on Community Authorities, and other customary practices not covered in the two aforementioned laws. The survey has been conducted three times since its inception in July 2009, providing a baseline in 2009, a midline in 2010 and an end-line in 2011. The survey, employing focus group discussions and a facilitator’s guide, has been conducted in six districts with over 225 suco councils participating each time. In four of the six districts surveyed, The Asia Foundation, through the USAID-funded Support for Local Governance Elections and Civil Society Program (GEC) also conducted targeted training and association development support. The two remaining districts were designated to serve as controls for the study.

SCOPE OF WORK

Local Governance Expert



The Local Governance Expert shall evaluate the activities of the Support for Local Governance, Elections and Civil Society Project in terms of the achievement of its objectives, implementation of its sub-components, design and conduct of its activities and over-all impact on civil society involvement in local elections and the over-all performance of suco councils. The Consultant will base his/her evaluation on key informant interviews consisting of suco council members, civil society groups, national government offices, USAID, the project staff and other knowledgeable persons or institutions. Based on the evaluation, the Consultant shall present potential lessons from the project and recommendations on how project gains, if any should be sustained or made sustainable. The Consultant will be assisted by project staff. At the end of this engagement, the Consultant shall have submitted a comprehensive report on his/her findings and recommendations to the Country Representative of The Asia Foundation, Timor Leste.

In particular, the Local Governance Expert shall:

1. Review the project documents, reports and annual implementation plans, and other pertinent project documents.

2. Prepare an activity plan with project staff, draft guides for discussions with the concerned interviewees and schedule and conduct meetings.

3. The following constitutes an illustrative list of interviewees in connection with this evaluation:

a. At least four chefe sucos within the project sites;

b. At least two district administrators of the project sites;

c. At least two district coordinators (GEC staff);

d. At least two feto representatives to different suco councils;

e. At least two major civil society groups or NGOs who were involved in the project;

f. USAID;

g. A representative of the Ministry of State Administration and Territorial Management;

h. A donor that has a complementary activity or project. and

i. The TAF Country Representative.

4. Based on the interviews and review of documents, draft an evaluation report and submit this to the Country Representative within thirty (30) working days (inclusive of Saturdays) from commencement of Consultancy.

5. The draft will be circulated among the concerned to ensure accuracy of statements and verify facts. The readers may then raise their comments or concerns before the Country Representative who shall discuss these with the Consultant prior to submission of the final draft. All comments shall be due within two days from the circulation of the draft.

6. Upon receipt of comments and discussion of the comments with the Country Representative, the Consultant shall submit a revised (if necessary) version within three (days) from receipt and discussion of comments, to the Country Representative.


Qualifications:

1. At least a Masters Degree in any social science, economics or public administration.

2. At least fifteen years experience in local governance work.

3. Knowledge of national and local public administration systems in Timor Leste will be an advantage.

4. Must have experience in evaluating governance projects particularly those related to supporting or strengthening local government entities.

5. Must be an excellent writer in English.

Contract Period: Forty (40) working days, inclusive of Saturdays.
