II. Organizational Context

Timor-Leste became independent in 2002. A democratic semi-presidential governance system based upon separation of powers and mutual cooperation of the institutions of state was developed.

The National Parliament is the cornerstone of the democratic system and good governance. It is currently comprised of 65 members. It is headed by the President of the National Parliament. Nine political parties have constituted in their benches. Detailed parliamentary scrutiny of legislation and government actions is delegated to 9 standing committees of multi-party composition. The parliamentarians are supported in their work by a Secretariat of approximately 81 staffs which is headed by a Secretary General with a category of 66 permanent staffs and 15 temporary staffs. The Secretariat is divided into three directorates and 12 divisions of which assume responsibility for work in the general areas of Finance and Administration, Plenary support, Committee support, and library and documentation functions, communications and public relations, and Information, communications and technology. This organizational structure is under establishment and functioning following the new 2008 Administrative and Service Law of the Parliament (LOFAP).

The National Parliament was established from scratch in a setting of largely inexperienced parliamentarians; an acute shortage of skilled personnel and significant language barriers. Systems and processes are in the early stages in some cases and non-existent in others. Achievements are not yet consolidated and many challenges can only be overcome with long-term assistance. UNDP has supported the growth of the legislature since 2003. The Parliament Project 2010-2013 is a revision of the previous project of 2006-08 extended to 2009, comprises comprehensive capacity-development interventions in five strategic areas: oversight capacity; legislative support; democratic representation, transparency and accessibility; strengthening parliamentary administration and secretariat functions, and gender mainstreaming. The overall objective of the project is to develop the institutional capacities that allow the parliament to fully and effectively perform its constitutional mandate and to lay down exit strategies for nationals to take over internationals role in the near future.

Under the framework of the UNDP - National Parliament Project 2006-2009 and continued to Parliament Project 2010-2013, an additional Letter of Agreement between UNDP Timor-Leste and the National Parliament of Timor-Leste signed to put in practice the Parliament is pursuing the objectives of improving its institutional and human resources capacity with the objective of strengthening its efficiency, independence and effectiveness.

Legislative support is one of the main components of the project, requires more attention as the needs and the dynamic of the work of the Parliament is increasing. The UNDP Parliament Project has been focusing its support in this area on strengthening the functioning of the Committees, Plenary and the Office of the President with advisory support and capacity building. To accommodate the increasing demands in the area of plenary support, an additional legal adviser is, therefore, required to be recruited.

III. Functions/Key Results Expected
The National Parliament has delegated direct supervision of the Legal Advisor to Plenary to the Project Manager of UNDP Parliament Project with indirect supervision of the Secretary General of the National Parliament of Timor-Lestee. The Legal Adviser to Plenary will perform the following functions:

Summary of Key Functions:

1. Provision of advisory support to legislative processes and oversight role of the Parliament in the Plenary;
2. Provision of capacity-development to the Division of Plenary Support of the Secretariat of the National Parliament RDTL;
3. Other tasks Relevant to UNDP Parliament Project;

1 Provision of advisory support to legislative processes and oversight role of the Parliament in the Plenary:
- To provide advice during plenary debates to ensure compliance with the Constitutional matters, Rules of Procedures of the National Parliament and all the relevant legislation in Timor-Leste;
- In collaboration with the other legal team of the project, conduct research, analyze draft bills, prepare legal opinion, propose and prepare amendments, and provide advice on best practices on bills under discussions at plenary;
- To prepare Minutes of the Plenary debates and of the approved decisions;
- To support the Plenary Support division to work with the Communications, Public Relations, and Civic Education division of the secretariat of the National Parliament in ensuring publication of the results of Plenary debates of the Parliament;
- To prepare guidelines of plenary debates of bills under discussions and propose for approval;
- To prepare agenda of Plenary Debates in consultation with the Senior Legal Adviser and the Office of the President of the Parliament;
- To support coordination with other parliamentary bodies and staffs as required to ensure proper workflows on matters related to the competences of the Plenary Support Division of the National Parliament;
- To inform MPs with best practices on the role and functions of Members particularly those pertinent to plenary;
- In collaboration with the other legal team member and in coordination with the legal team leader;
- To provide legal research and analysis to support Parliament in assessing government performance against national goals (National Socio-economic development plan, National Priorities and Millennium Development Goals):

2. Provision of capacity-development to the Division of Plenary Support of the Secretariat of the National Parliament RDTL:
- To provide advisory support to the division of Plenary Support of the National Parliament in the organization of Extraordinary Plenary Sessions;
- To provide advisory support and strengthen the capacity of the division of Plenary Support in:
o establishment of internal division work flows;
o train the staffs to understand legal and para-legal matters;
o develop a data-base and train the staffs of the division to regularly update it with the delivery of plenary;
o advise the head of division to ensure the staffs are regularly update the delivery of plenary;
o to advise the head of division to work closely with the communications and public relations division to;
- To provide advisory support to the division on administrative and logistical matters related to the work of plenary;
- To support the division to prepare and deliver its Annual Work Plan;
- To identify capacity gaps of the division of Plenary Support and provide recommendations to Human Resource division for training of staffs and recruitment of new staffs as the Administrative and Service Act of the National Parliament.

3. Other Tasks Relevant to UNDP Parliament Project:
- To prepare and submit regular reports to UNDP through Project Manager Parliament Project including compliance with monitoring and evaluation requirements: adviser log, quarterly report, annual report, and ad-hock inputs to Project reports;
- To provide inputs to Project Work Plans relevant to his/her portfolio;
- To participate in Project Meetings/workshops: Monthly meeting, team meeting, mid-term review meeting, and annual review meeting;
- To undertake relevant works whenever required by the Project Manager.

IV. Expected Results:

- Weekly Adviser log, minutes of plenary outputs, quarterly reports, and annual reports;
- Manuals and procedures of workflows of the division of plenary support;
- Legal opinions of the analysis, including amendments to the bills under discussions;
- reports of the analysis in assessing government performance against national goals (National Socio-economic development plan, National Priorities and Millennium Development Goals);
- Capacity building activities to the division of plenary support;
- Guidelines for plenary debates on bills under discussions;

VI. Recruitment Qualifications

Education:
- Bachelor’s degree in law.
- Master is an advantage.

Experience
- Five years of experience at the national or international level in legal in civil law. Parliamentary support, particularly support to plenary, is an advantage;
- Experience in providing advisory services and mentoring;
- Experience in post-conflict situations/developing countries;
- Knowledge of international human rights standards and instruments.

Language Requirements
- Fluency in Portuguese. Mastery of English. Knowledge of Tetum or/and Bahasa Indonesia will be an asset;

The Letter of Agreement provides for capacity building of Timorese with different areas of expertise relevant to the work of the Parliament to be trained by the project and further absorbed into the structure of the Parliament.

Legislative Support is a core component of the UNDP Parliament Project. The establishment of a Bureau for Technical Support Services (BTSS) inclusive of capacity building/training of National Legal Drafters/Analysts within the National Parliament was envisaged in the recommendations of the project mid-term evaluation mission conducted in January 2008 and is projected to be commenced in 2009. The Parliament has recently created the Directorate of Research and Technical Information, through the newly approved Parliamentary Administration Law (December 2008). A legal training programme for National Legal Drafters/Analysts has been agreed upon between the UNDP National Parliament Project and the National Parliament of Timor-Leste, including the recruitment of international trainers for the accomplishment of the task.

The implementation of the Legal Drafters training programme will complete its first year programme in Bahasa Indonesian in September this year. For further training, it requires a coordinator to perform primary responsibilities of the implementation of the programme. It also requires a coordinator to perform direct supervision to the training staff, both the Assistant Trainers and the Trainees and provide update to the National Parliament and UNDP.

III. Functions/Key Results Expected

The National Parliament has delegated direct supervision of the Legal Drafting Training Coordinator to the Project Manager of UNDP Parliament Project with indirect supervision by the Secretary General of the National Parliament of Timor-Leste. The Legal Drafters Training Coordinator will perform the following functions:

Summary of Key Functions:

1.Design, development and implementation of training for the legal Drafters of the National Parliament;
2.Conduct examinations and evaluations of the trainees of Legal Drafting Training Programme;
3.Coordinate with the Judiciary Training Center of Ministry of Justice on the implementation of all training programmes of the Legal Drafting Training Programme of the National Parliament;
4.Effectively manage the legal Drafting Training Programme of the National Parliament;
5.Develop and implement a strategy for the Nationalization of Legal Advisers in the National Parliament

1.Ensures the design, development and implementation of curricula and summaries, focusing on achievement of the following results:

- Design, develop, and consolidate curricula and summaries for the training programme with the Legal Training Center and according to the Parliament Project Document and policies set by Project Steering Committee of the UNDP Parliament Project
- Implement comprehensive training programmes, design materials and lesson plans.
- Adapt training curricula according to the policies set by the Project Steering Committee of the Parliament Project.
- Transfer skills and theoretical knowledge to students.
- Apply global best practices in the implementation of the training;
- Perform teaching functions and guidance to the trainees in practicing legal research skills during the training programme, including editing of the works of the students;
- Supervise the trainees’ work, review their performance, and evaluate their achievements.

2.Ensures examinations and evaluations of students are conducted focusing on achievement of the following results:

- Prepare, organize and conduct regular examinations, evaluations and other activities related to the training as required.
- Ensure that graduated students have the required level of competency to assume Legal Drafting/Analyst functions, according to the Rules of Procedures of the National Parliament RDTL and in compliance with the Law in the country.

3.Ensures the coordination of all courses of the Legal Drafting Training Programme, focusing on achievement of the following results:

- Coordinate all envisaged courses, including management of lecturers and resources
- Ensure access of the legal drafters of the National Parliament to resources and facilities of the Legal Training Centre.
- Share with UNDP and Parliament document lessons learned and use input for continual improvement and development of courses.
- Coordinate with the UNDP Parliament Project Advisers to develop a mentoring strategy for legal Drafters

4.Ensures effective programme management focusing on achievement of the following results:

- Ensure strategic management of the Legal Drafting Training Programme for legal drafters of the Parliament;
- Supervise, provide leadership and strategic guidance to the trainees and evaluate their performance in jointly with the LTC team.
- Establish guidelines and reporting standards for monitoring and evaluation of activities, in agreement with Programme Management.
- Prepare and submit regular activity progress reports to the Project Manager of UNDP Parliament Project;
- Participate in the regular UNDP Parliament Project Staff meetings;
- To provide regular updates on the progress of the training programme to the Secretary General of the National Parliament, the Mesa, and the Project Manager of UNDP Parliament Project;

5.Ensures strategy is developed and implemented for the Nationalization, focusing on achievement of the following results:

- To assess impact of the first year legal drafters training programme and design a new three years strategy for further Legal Drafting Training Programme;
- Ensure that Legal Drafters abide by the National Parliament and code of ethics;
- Advise on the development of a strategy aiming at the nationalization of the Legal Drafters Team of the National Parliament, which involves scaling down the number of international advisors after 2013.
- Establish synergies and partnerships with national legal institutions and with the Timor-Leste Faculty of Law and international institutions mainly of CPLP members for the development and implementation of trainings and seminars.

IV. Expected Results:

- Strategy Paper for October 2010 to December 2012 Legal Drafting Training Programme;
- Curriculum for the October 2010 to December 2012 Legal Drafting Training Programme
- Definitive Weekly and Monthly Schedule of the Legal Drafters training programme;
- Regular training progress reports (Weekly Log, Quarterly Reports, and annual reports of the Legal Drafters training implementation);

II. Organizational Context

Timor-Leste became independent in 2002. A democratic semi-presidential governance system based upon separation of powers and mutual cooperation of the institutions of state was developed.
The National Parliament is the cornerstone of the democratic system and good governance. It is currently comprised of 65 members. It is headed by the President of the National Parliament. Nine political parties have constituted in their benches. Detailed parliamentary scrutiny of legislation and government actions is delegated to 9 standing committees of multi-party composition. The parliamentarians are supported in their work by a Secretariat of approximately 81 staffs which is headed by a Secretary General with a category of 66 permanent staffs and 15 temporary staffs. The Secretariat is divided into three directorates and 12 divisions of which assume responsibility for work in the general areas of Finance and Administration, Plenary support, Committee support, and library and documentation functions, communications and public relations, and Information, communications and technology. This organizational structure is under establishment and functioning following the new 2008 Administrative and Service Law of the Parliament (LOFAP).

The National Parliament was established from scratch in a setting of largely inexperienced parliamentarians; an acute shortage of skilled personnel and significant language barriers. Systems and processes are in the early stages in some cases and non-existent in others. Achievements are not yet consolidated and many challenges can only be overcome with long-term assistance. UNDP has supported the growth of the legislature since 2003. The Parliament Project 2010-2013 is a revision of the previous project of 2006-08 extended to 2009, and comprises comprehensive capacity-development interventions in five strategic areas: oversight capacity; legislative support; democratic representation, transparency and accessibility; strengthening parliamentary administration and secretariat functions, and gender mainstreaming. The overall objective of the project is to develop the institutional capacities that allow the parliament to fully and effectively perform its constitutional mandate and to lay down exit strategies for nationals to take over internationals role in the near future.

Under the framework of the UNDP National Parliament Project 2006-2009 and continued to Parliament Project 2010-2013 an additional Letter of Agreement between UNDP Timor-Leste and the National Parliament of Timor-Leste signed to put in practice the Parliament is pursuing the objectives of improving its institutional and human resources capacity with the objective of strengthening its efficiency, independence and effectiveness. The Letter of Agreement provides for capacity building of Timorese with different areas of expertise relevant to the work of the Parliament to be trained by the project and further absorbed into the structure of the Parliament.

Legislative Support is a core component of the UNDP Parliament Project. The establishment of a Bureau for Technical Support Services (BTSS) inclusive of capacity building/training of National Legal Drafters/Analysts within the National Parliament was envisaged in the recommendations of the project mid-term evaluation mission conducted in January 2008 and is projected to be commenced in 2009. The Parliament has recently created the Directorate of Research and Technical Information, through the newly approved Parliamentary Administration Law (December 2008). A legal training programme for National Legal Drafters/Analysts has been agreed upon between the UNDP National Parliament Project and the National Parliament of Timor-Leste, including the recruitment of international trainers for the accomplishment of the task.

The implementation of the Legal Drafters training programme will complete its first year programme in Bahasa Indonesian in September this year. For further training, it requires a coordinator to perform primary responsibilities of the implementation of the programme. It also requires a coordinator to perform direct supervision to the training staff, both the Assistant Trainers and the Trainees and provide update to the National Parliament and UNDP.

III. Functions/Key Results Expected

The National Parliament has delegated direct supervision of the Legal Drafting Training Coordinator to the Project Manager of UNDP Parliament Project with indirect supervision by the Secretary General of the National Parliament of Timor-Leste. The Legal Drafters Training Coordinator will perform the following functions:

Summary of Key Functions:

1.Design, development and implementation of training for the legal Drafters of the National Parliament;
2.Conduct examinations and evaluations of the trainees of Legal Drafting Training Programme;
3.Coordinate with the Judiciary Training Center of Ministry of Justice on the implementation of all training programmes of the Legal Drafting Training Programme of the National Parliament;
4.Effectively manage the legal Drafting Training Programme of the National Parliament;
5.Develop and implement a strategy for the Nationalization of Legal Advisers in the National Parliament

1.Ensures the design, development and implementation of curricula and summaries, focusing on achievement of the following results:

- Design, develop, and consolidate curricula and summaries for the training programme with the Legal Training Center and according to the Parliament Project Document and policies set by Project Steering Committee of the UNDP Parliament Project
- Implement comprehensive training programmes, design materials and lesson plans.
- Adapt training curricula according to the policies set by the Project Steering Committee of the Parliament Project.
- Transfer skills and theoretical knowledge to students.
- Apply global best practices in the implementation of the training;
- Perform teaching functions and guidance to the trainees in practicing legal research skills during the training programme, including editing of the works of the students;
- Supervise the trainees’ work, review their performance, and evaluate their achievements.

2.Ensures examinations and evaluations of students are conducted focusing on achievement of the following results:

- Prepare, organize and conduct regular examinations, evaluations and other activities related to the training as required.
- Ensure that graduated students have the required level of competency to assume Legal Drafting/Analyst functions, according to the Rules of Procedures of the National Parliament RDTL and in compliance with the Law in the country.

3.Ensures the coordination of all courses of the Legal Drafting Training Programme, focusing on achievement of the following results:

- Coordinate all envisaged courses, including management of lecturers and resources
- Ensure access of the legal drafters of the National Parliament to resources and facilities of the Legal Training Centre.
- Share with UNDP and Parliament document lessons learned and use input for continual improvement and development of courses.
- Coordinate with the UNDP Parliament Project Advisers to develop a mentoring strategy for legal Drafters

4.Ensures effective programme management focusing on achievement of the following results:

- Ensure strategic management of the Legal Drafting Training Programme for legal drafters of the Parliament;
- Supervise, provide leadership and strategic guidance to the trainees and evaluate their performance in jointly with the LTC team.
- Establish guidelines and reporting standards for monitoring and evaluation of activities, in agreement with Programme Management.
- Prepare and submit regular activity progress reports to the Project Manager of UNDP Parliament Project;
- Participate in the regular UNDP Parliament Project Staff meetings;
- To provide regular updates on the progress of the training programme to the Secretary General of the National Parliament, the Mesa, and the Project Manager of UNDP Parliament Project;

5.Ensures strategy is developed and implemented for the Nationalization, focusing on achievement of the following results:

- To assess impact of the first year legal drafters training programme and design a new three years strategy for further Legal Drafting Training Programme;
- Ensure that Legal Drafters abide by the National Parliament and code of ethics;
- Advise on the development of a strategy aiming at the nationalization of the Legal Drafters Team of the National Parliament, which involves scaling down the number of international advisors after 2013.
- Establish synergies and partnerships with national legal institutions and with the Timor-Leste Faculty of Law and international institutions mainly of CPLP members for the development and implementation of trainings and seminars.

IV. Expected Results:

- Strategy Paper for October 2010 to December 2012 Legal Drafting Training Programme;
- Curriculum for the October 2010 to December 2012 Legal Drafting Training Programme
- Definitive Weekly and Monthly Schedule of the Legal Drafters training programme;
- Regular training progress reports (Weekly Log, Quarterly Reports, and annual reports of the Legal Drafters training implementation);
- Teaching-Learning Materials of the Legal Drafters training programme;
- Reports of Evaluation of the Legal Drafting.

V. Competencies

VI. Recruitment Qualifications

Education: Bachelor’s degree in law or related area. Master is an advantage.

Experience:

- Five years of experience at the national or international level in law. Experience as a legal training coordinator in a civil law system is an advantage;
- Experience in undertaking legal drafting and reviews;
- Experience in coordinating, designing and implementing training programmes for Legal Drafters/Analyst for government/Parliament;
- Teaching Experience in Law at University;
- Experience in providing advisory services and mentoring;
- Experience in post-conflict situations/developing countries;
- Knowledge of international human rights standards and instruments.
Language Requirements
- Fluency in Portuguese. Mastery of English, knowledge of Tetum or/
and Bahasa Indonesia will be an asset

Background and context

The April/May 2006 upheaval in Timor-Leste resulted in losses in human lives and property. There were some further incidents of violence leading to destruction and homelessness during and shortly after the national elections of 2007. These incidents resulted from complex social, economic, historical, institutional and political factors. They also adversely affected socio-economic conditions and threatened much of the hard-earned gains achieved since the Restoration of Independence in 2002. Additionally, the attack on the President and Prime Minister in February 2008 highlighted the instability of the country. More importantly, the incidents pointed to an urgent need of reform of the security sector to provide people living in the country adequate security.

UNDP and UNMIT’s Security Sector Support Unit (SSSU), referred to hereafter as the UN SSR Team, have been assisting the Government of Timor-Leste to undertake a review of the security sector as per the mission’s mandate by Security Council Resolutions 1704, 1745, 1802, 1867 and 1912. The last two resolutions indicated the necessity of security sector reform in parallel with the review. The capacity development facility (CDF) for the security sector project funded by the European Union and implemented by UNDP supports UNMIT’s mandate through capacity building of the security sector, including oversight institutions. It will continue until 15 December 2010.

Private Security Companies (PSCs) are one of the largest security providers and private sector employers in Timor-Leste. Their services are increasingly utilized to provide security to homes, property, people, embassies, international organisations and businesses in Timor-Leste. The presence of a clear legislative framework that regulates the operations of PSCs is imperative to ensure that they operate professionally and in a manner that does not compromise public safety. The legislation of RDTL sets out one of the responsibilities of the National Directorate of Security to Public Buildings (Seguranca Civil, the DNSEP) is to regulate and inspect the establishment of private security companies. It is still yet to define how DNSEP will fulfill its mandate.

The CDF project plans to support the National Directorate of Security to Public Buildings (DNSEP) for the regulation and professionalization of the private security industry through:

- Undertaking a baseline assessment of the private security industry and its potential implications and cross-linkages with security and its related institutions;

- Informing on the relevant regulatory and institutional set-up, including oversight functions, needed to allow DNSEP to perform related functions;

- Drafting legislation regulating private security companies and establishment of potential professional/trade organizations and promotion of self-regulation.

Responsibilities

The Legal Advisor will work for a total of 30 working-days during which he/she will have consultations with the UN SSR Team, PSCs, Secretary of State for Security (SoSS), Seguranca Civil, PNTL, Parliament Committee B (Foreign Affairs, Defence and National Security) and other relevant institutions and will propose a draft legislation for regulating PSCs and recommendations on their self-regulation. He/she will work under the overall guidance of the Director of Seguranca Civil; advise the Legal Advisor of SoSS and report to the UNDP SSR/CDF Project Manager.

During the first week he/she will consult with the Technical Advisor on PSCs on the findings and recommendations of the assessment of PSCs conducted by him/her and together with him/her will facilitate a roundtable with Seguranca Civil, SoSS, PSCs and other relevant actors on them. During his/her last week the incumbent will facilitate another roundtable with Seguranca Civil, SoSS, PSCs and other relevant actors to present the draft legislation and recommendations for PSC self-regulation and enforcement.

Summary of key functions and outputs

The Legal Advisor will produce the following:

„h Draft legislation on the regulation of the private security industry;
„h Recommendations for PSCs on self-regulation such as Code of Conduct and SOPs;
„h Recommendations on the enforcement of the regulation throughout the industry by the PSCs such as recommendations for a penal code of those unwilling to regulate or unwilling to do so in a timely manner.

Terms of Reference

Administrative, Management and Financial Tasks:
1. Establish financial, human resources, procurement and IT systems for FM’s office and programmes.
2. Manage and implement the above mentioned systems in support of programme activities.
3. Establish and maintain files pertaining to the above systems, both in electronic, hardcopy and online formats.
4. With the advice and assistance of the Executive Director Financial donor reporting requirements.
5. Provide financial reporting services for donor reports.
6. Assist in the recruitment of, and oversee the work of support and administrative staff.
7. Oversee the maintenance and security of the FM Office.
8. Other appropriate tasks as agreed with the Executive Director.

Reporting lines
The Office / Finance Manager, will work closely with and report to the Executive Director tor or the Deputy or delegated representative.
Qualifications
The candidate will demonstrate the following qualifications and experience:
• A relevant undergraduate degree with a preference for administration and management disciplines.
• A minimum of 3 years experience in a similar position, either in the private or non-profit sector.
• A demonstrable understanding of donor agency practices and requirements of grantees.
• Experience with basic MS-Office programs such as Word, Excel, PowerPoint, etc. Financial software skills desirable.
• Strong organizational and supervisory skills and experience.
• Good interpersonal skills and team working ability.
• Fluent in Tetum, knowledge Indonesian and English desirable.
• Strong character references are mandatory as the post require handling of funds.

About this project

The EC has provided STP-CAVR a grant of US$29,000 to assist in the socialization of two draft laws:

* an organic law on a CAVR/CVA (Truth and Friendship Commission) follow-up institution
* and a law establishing a national program of reparations.


STP-CAVR is overseeing a program of national consultations on these two draft laws, in cooperation with organizations including JSMP, HAK, ANTI, ICTJ, NCD, PDHJ, Lao Hamutuk, Fokupers and UNMIT’s Transitional Justice Unit.

Socialization officer – description and responsibilities

The Socialization Officer will assist the STP-CAVR Socialization Coordinator (Project Manager) coordinating with stakeholders, liaising with Committee A of the Parliament, producing information resources and in logistical coordination. The Socialization Advisor will support the Project Manager in the following specific areas:

· liaison with UNDP, which is managing the grant for the EC

· liaison with Committee A of the National Parliament (Komisaun A, PN)

· project financial management, including working with STP-CAVR Director and Finance department, on budget execution and expenditure

The Finance Manager is Mercy Corps senior finance position in Timor Leste and part of the country management team. The Mercy Corps finance Department is responsible for all financial functions including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The Finance Manager ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. KEY TASKS:

Background

BELUN is currently seeking a consultant to conduct an annual external evaluation of the Early Warning, Early Response (EWER) conflict prevention system. The EWER program monitors social, economic, political and external trends as well as incidents of violence throughout the country with an aim to increasing early responses to conflict and preventing the escalation of violence at the national and community level.





Assignment Objectives

The EWER program is just completing its 2nd year of implementation and is seeking an independent evaluation to assess the efficacy of the program in achieving its desired objectives and to provide practicable recommendations to the implementing partners for improving its implementation.



The objectives of this evaluation are to review progress on the following objectives:

1. Strengthened programmatic and policy responses to conflict through the establishment of a national Early Warning system

2. Reinforced state and community preparedness and responses to conflict toward preventing the escalation of violence



Length of Assignment and Costs

The assignment is envisioned to be conducted from 26h August – 23rd September 2010. The suggested timeframe can be discussed and adjusted but should not exceed 30 days.

Activities and Responsibilities

1) Review EWER Program documentation including program design documents, previously published monitoring reports, policy briefs and alerts, and results from previous internal and external evaluations;

2) Desk study research on the role and effectiveness of Early Warning Systems Worldwide;

3) Develop methodological guidelines and tools for an external evaluation of the EWER Project;

4) Conduct interviews with EWER Dili and District staff, Volunteer monitors and Conflict Prevention Networks

5) Make recommendations for future changes in the project based on the findings. This may include reference to:

a. The design of the programmatic structure for effective monitoring and effective communication and transfer of monitoring data

b. The sustainability of the relationship with sub-district level monitors

c. The training outcomes of twice-yearly monitor trainings

d. The ability of the mechanism to provide early warning to relevant stakeholders

e. The ability of the Sub-District level Conflict Prevention Networks to design appropriate strategies of intervention and employ existing capacities within the networks for this purpose

f. The program’s potential gender impact through participation of men and women in the system and as beneficiaries across a range of factors using the program’s gender impact assessment framework

6) Prepare a draft evaluation report for discussion with the management team of the EWER program

7) Submit Final Evaluation Report



Reporting and Working Relationships

The consultant will report to and be accountable jointly to the Director at BELUN and Program Manager for CICR. The consultant will work closely with the CICR Program Manager in the design of the evaluation and with Belun’s EWER Program Manager in gaining access to relevant stakeholders in the evaluation, including EWER program staff of both CICR and Belun.

The East-West Center is pleased to announce the 2010 United States–Timor-Leste (USTL) Scholarship Program competition. The Program, funded by the Bureau of Educational and Cultural Affairs of the U.S. Department of State, is a competitive, merit-based scholarship program open to East Timorese who meet specific selection criteria.

The objective of the Program is to identify and support the education of academically talented East Timorese who are in the future expected to assume leadership roles in Timor-Leste. Following a “bridge” year of intensive English language preparation, the scholarship normally provides the opportunity to pursue the bachelor’s (S1) degree study at a university in the United States, in fields that are directly relevant to the needs of the country. It will also enable the recipients to obtain a broader understanding of the United States. The scholarship program will include a summer internship in Washington, D.C. as well as a four to five week community service project in Timor-Leste.

Eligible fields of study emphasize areas of critical development needs in Timor-Leste. Students admitted to the undergraduate degree program will pursue fields of study related to agriculture, business, communication, computer science, economics, education, environmental sciences, international relations, political science, psychology, urban planning.
