Timor-Leste Asistensia Integradu Saude (TAIS), a USAID-funded project providing technical assistance to the Ministry of Health, is seeking applicants for the position of :
Technical Adviser - Communication and information management for website creation and management.
This adviser will facilitate the development of a website and the guidelines for its management for the MOH. This adviser will also mentor a MOH staff person who will be the eventual web site manager. This adviser will work across the MOH to develop the network of program officers who will provide regular updates on MOH services and programs. This person will work on a daily basis with the MOH counterparts and report to the TAIS country director.
This short term technical assistance should start in September 2010. The initial contract is for 3 months with a potential extension of 3 months.
Deliverables:
· The framework for the website and the initial data upload. This framework needs to allow for modular / incremental upgrades and expansions in the future.
· The guideline for the operation and maintenance of the website.
· Evidence of mentoring of the web site manager and the transfer of skills and knowledge.

To qualify for this position you should have the following technical abilities and qualities:
· A university degree in website development and management.
· At least 5 years of experience in information and communication management using the internet and web site design.
· Proven interpersonal communication skills
· Proven leadership in building consensus amongst diverse interest groups
