Job: Advisor, socialisation project, CAVR follow-up institution

The Post-CAVR Technical Secretariat (www.cavr-timorleste.org) requires a consultant for 6-8 weeks to assist with a national consultation/socialization project, focusing on two draft laws currently before Timor’s Parliament. This position requires someone with good written and spoken English skills (and for internationals, good spoken Tetum or Bahasa Indonesia); excellent organizational and liaison skills; and experience in grant reporting/donor liaison.



About this project

The EC has provided STP-CAVR a grant of US$29,000 to assist in the socialization of two draft laws:

* an organic law on a CAVR/CVA (Truth and Friendship Commission) follow-up institution
* and a law establishing a national program of reparations.


STP-CAVR is overseeing a program of national consultations on these two draft laws, in cooperation with organizations including JSMP, HAK, ANTI, ICTJ, NCD, PDHJ, Lao Hamutuk, Fokupers and UNMIT’s Transitional Justice Unit.

Socialization officer – description and responsibilities

The Socialization Officer will assist the STP-CAVR Socialization Coordinator (Project Manager) coordinating with stakeholders, liaising with Committee A of the Parliament, producing information resources and in logistical coordination. The Socialization Advisor will support the Project Manager in the following specific areas:

· liaison with UNDP, which is managing the grant for the EC

· liaison with Committee A of the National Parliament (Komisaun A, PN)

· project financial management, including working with STP-CAVR Director and Finance department, on budget execution and expenditure

· preparation of brochures, briefings, press releases or other material for victims and for the general public

· media liaison – informing and updating the media on project events and progress

· preparing a final report for PN on community and official responses to the draft laws

· preparing financial and narrative reports required by UNDP at the conclusion of the project.

Start date: This position will commence in September, for a 6-8 week period.
