General Information

Building on the achievements of two previous projects in the area of decentralization and local governance, LGSP has the primary objective of supporting the establishment of a fully-fledged and effective local government system in Timor-Leste, and will do so by:
(i) Providing policy-relevant lessons from pilot activities;
(ii) Assisting the Government in formulating a comprehensive legal and regulatory framework for local government; and
(iii) Supporting implementation of local government reforms.

Through achieving its primary objective, LGSP will thus contribute towards improving infrastructure and service delivery, thus fostering democratic governance and reducing poverty in Timor-Leste. The current programme commenced in early 2007 and will operate until 2011 but is expected to run until mid 2014.
UNDP and UNCDF are implementing the LGSP, supporting the Ministry of State Administration and Territorial Management (MSATM). The project is housed in the Ministry of State Administration.

Duties and Responsibilities
The National Local Development Coordinator will work under the supervision of the Chief Technical Advisor and Programme Manager. S/he will have the following specific responsibilities:
„h establishing annual work plans/budgets for the LGSP pilot and activities supporting Local Municipalities;
„h overseeing all activities of the LGSP pilot and Municipalities;
„h supervising the work of the LGSP’s National Planning, Finance and Capacity Building Officers to ensure that activities are conducted according to the Annual Work Plan;
„h coordinating the implementation of LGSP activities in pilot Districts, Sub-Districts and Local


Municipalities;
„h drafting regular narrative reports on the progress of LDP’s pilot and Local Municipalities activities;
„h determining the need for external technical assistance;
„h ensuring regular, two-way communications between the programme and the Ministry of State Administration
„h managing budget allocation and monitoring budget execution to support LDP and Local Municipalities activities, including advance requests and closing reports in accordance with UN procedures;
„h coordinating financial reporting on the LDP pilot and municipal activities conducted by the programme;

„h representing the programme in meetings with Government of Timor-Leste and the wider donor community in Timor Leste, as requested by the project management

The National Local Development Coordinator will have the following qualifications:
„h A bachelors degree in public administration or related fields; Masters degree preferred
„h At least 2 years working experience in coordinator and public administration
„h Solid experience working on local development and local governance issues in Timor-Leste;
„h Good management, communication and coordination skills.
„h A proven capacity to work with local authorities and local communities;
„h Experience in capacity development
„h Working experience with UN system and other international organizations administrative procedures or systems will be an asset;
„h A very good spoken and written command of the English language;
„h Spoken/written Portuguese skills would be an asset;
„h Proficient computer skills.
