Plan is an international NGO that works in over 45 countries to achieve lasting improvements in the quality of life of children, young people and families. It has been working in Timor-Leste since 2001.



1. Security and Disaster Preparedness Specialist

Position Level: D

Location: Based at the Plan Timor-Leste Country Office in Dili. This position entails 25-50 % travel in Timor-Leste (depending on the current situation), with a willingness to travel extensively to visit all Plan operating locations on a regular and ad hoc basis



Reporting to the Country Program Manager



The Security and Disaster Preparedness Specialist will oversee security management within all Plan Timor-Leste offices and programs and ensure overall readiness in the event of a disaster.

This will involve but is not limited to: re-establishing and promoting a staff culture of security; leading the development and implementation of a disaster preparedness plan; managing security incident reporting; re-instituting basic forms of staff/vehicle movement control to reduce various risks; security guard oversight; and maintaining/reinforcing Standard Operating Procedures.



The successful candidate will have:

· Experience of security management in complex, insecure environments in a developing country

· Experience in conducting participatory risk assessments and preparing situational analyses, including the analysis of factors from both the internal and external environments, identifying crucial risks that have to be addressed, setting objectives and developing plans of actions

· Experience preparing and implementing disaster preparedness plans and coordinating response to a disaster in a developing country context

· Excellent communication skills (written and verbal) in order to present information quickly and clearly to a variety of audiences, including the ability to communicate effectively in Tetun and/or Bahasa Indonesian (in addition to English); note that dual language skills are MANDATORY



2. Inclusiveness Specialist

Position Level: C

Location: Based at the Plan Timor-Leste Country Office in Dili with travel to the districts



Reporting to the Advocacy and Governmental Relations Manager



Plan Timor-Leste is committed to assisting children, young people and their communities in the realisation of their rights through both direct program interventions and evidence based advocacy. Advocacy has been recognised as a key element of Plan’s work since its commitment to Child Centred Community Development (CCCD). Advocacy is an important part of programming and a key tool to address the lack of realisation of the rights of children, young people and their communities that contributes to childhood poverty. The main purpose of this role is to mainstream inclusiveness within Plan Timor-Leste’s operations and programs, starting with a focus on disability inclusiveness. During the initial year of this position, the post holder is expected to support the Plan Timor-Leste WASH and Learning programs in developing pilot disability inclusiveness projects and to advocate to the government and communities about disability inclusiveness particularly in the WASH and Education sectors



The successful candidate will have:

· University degree in social science or international development/relations

· Experience in working in the area of disability inclusiveness or another inclusiveness area within Timor-Leste

· Experience in at least one of the following sectors - Water and Sanitation; Education; Child Protection; Child Participation

· Experience in community development

· Project management experience

· Experience in advocacy



3. Learning Manager

Position Level: D

Location: Based at the Plan Timor-Leste Country Office in Dili with travel to the districts.



Reporting to the ECCD Advisor



Plan Timor-Leste is committed to assisting children, young people and their communities in the realisation of their rights through both direct program interventions and evidence-based advocacy. Learning is a key component of Plan’s interventions in Timor-Leste and the main purpose of this role is to:

1. Ensure the successful planning, implementation & overall management of Learning program, focusing particularly on the Hahu Ho Forte (ECCD) program component.

2. Ensure capacity building of Plan staff, NGO partners, government partners, communities and volunteers to manage the planning, implementation and monitoring of the Learning program.

3. Work to ensure the realisation of education related rights of children and communities in Timor-Leste, including the engagement of children in relevant aspects of the program.

Work with various stakeholders at the national level to advocate for access to quality education & early learning programs in Timor-Leste



The successful candidate will have:

· At least tertiary education preferably in the field of education, psychology, social sciences, and community development

· Professional courses on: child development, training/adult education, project management, community organising

· At least 5 years experience in managing education or health and community development programs and teams

· Experience in participatory and community development approaches

· Understanding of Timor-Leste’s current development issues, trends, challenges and opportunities and implications to community development in Timor-Leste
Experience in working with child-focused development organisation would be an advantage
