Vacancy Announcement: Audit and Procurement

The Program Assistant/ Audit and Procurement will provide assistance to the Office of Inspector General and other GOTL institutions in improving procurement practices and internal and external audit capacity.

Principle Accountabilities

JOB DUTIES & RESPONSIBILITIES

· Performs initial assessment and analyzes baseline data

· Supports team in data collection for WB Index, Global Integrity Report, and Citizens’ perception survey and analyses data as required.

· Supports development of capacity-building training.

· Supports creation of best practices procedures and manuals to guide the internal audit function including, but not limited to: planning, conduct of field work, assessing deficiencies, preparing comprehensive and accurate working papers.

· Assists in preparation of written audit reports of findings and recommendations.

· Assists in preparation of procurement guidance, training and legislation.

· Coordinates training schedules.

Management Responsibility

No Direct Reports.



Reports to

Chief of Party or his designee.

Internal/External Contacts

This position will be required to interact with high ranking GOTL officials, members of the donor community, NGOs/CSOs and media organizations throughout the country.



Knowledge & Skills

· Knowledge of best practices in procurement preferred.

· Knowledge of best practices in auditing preferred.

· Excellent inquiry, data collection and analysis skills.

· Excellent reporting, writing and presentation skills.

· Able to interact effectively with all levels of government, officers and field personnel.

· Strong analytical and problem solving skills.

· Proven ability to negotiate and communicate with both internal and external stakeholders.

· Language skills required: English, Portuguese, Tetum.



Experience & Education



· Candidates for this position should have a minimum of 3 years experience with auditing and/or procurements in government organizations.

Some research experience is required.
Previous work experience donor-funded activities.


Physical Requirements/Working Environment

· Working conditions at the assignment location could be remote and potentially challenging.

· Long hours, exposure to weather and hazardous conditions.

· Willing to travel to areas outside Dili.



Travel

Must be willing to travel outside Dili.
