Irrigation and Water User Assoc. Supervisor - Same, Manufahi Caixa de entrada X


The European Commission-financed Rural Development Program Phase III (RDP III) in Timor Leste which is managed by Landell Mills Limited (LML) working in coordination with the Ministry of Agriculture & Fisheries (MAF) and Ministry of Infrastructure (MOI) in the Democratic Republic of Timor Leste is seeking potential and well-experienced candidates for the following position based in Same, Manufahi District:

Ø Irrigation & Water User Associations Supervisor

Term of Appointment: 1 year with a 3-month probation period (with possible extension)

Duty Station: MAF Office in Same, Manufahi

Report to: MAF Irrigation Officer & TA Team Leader/ Agriculturist

Duties

Technical focus will be on Irrigation and Water User Associations.

The Irrigation Supervisor will work closely with the MAF Irrigation staff in Same and Dili and will perform the following duties:

1. Assist in the selection of suitable irrigation schemes / related farmers groups to be supported by RDP3

2. Assist in the participatory process of WUA and irrigation scheme development, including:

- Detailed analysis of the current situation of irrigation schemes and concerned farmers

- Initial design of possible physical improvements of schemes according to beneficiary farmers’ wishes, previous experience, and future operation.

- Preliminary estimate of investment, operation and maintenance costs according to options

- Formal agreement with beneficiary farmers on responsibilities and cost sharing of their project

- Formation of WUAs, including writing of by-laws, election of boards, etc

- Training of WUAs / boards in water management, group management, bookkeeping, etc

- Final design of infrastructures by an Irrigation Specialist / Engineer in agreement with WUAs

- Participation of WUA boards in the work tendering and contracting process

- Participation of WUA members / boards in the construction / supervision / acceptance of works

- Operation and Maintenance of the rehabilitated / upgraded irrigation schemes by the WUAs, including conflict resolution, collection of water fees, control of accounts, etc

3. Assist in the preparation of tender dossiers, especially for design, drawings, BoQs and specifications

4. Monitor the construction works undertaken by contractors

5. Ensure contractor compliance with designs and specifications

6. Ensure contractor follows safe working site practices

7. Confirm quantities of work progress according to BoQ

8. Discuss required variations / additional works with contractors and WUA boards

9. Assist with surveys, design work and training as required

10. Explain construction techniques to contractors and WUA members

11. Produce weekly site reports

12. Complete monthly timesheet

13. Manage servicing of motorcycle

14. Complete motorcycle logbook with fuel and service records

Qualifications

· Engineering Degree

· 5 years experience on site

· Familiarity working with International Agencies/Projects in rural development

· Good inter-personal relationship skills

· Good standard of Tetun; English would be an asset
