Water Supply and Sanitation Construction Supervisor 2 (WCS2)

The BESIK (Bee, Saneamentu no Ijiene iha Komunidade) Program or RWSSP, is funded by the Government of Australia through Australian Aid program to provide assistance to the Government of the Democratic Republic of Timor-Leste to increase access to water supply and sanitation and improved environmental health of rural men and women in Timor-Leste.

BESIK is currently recruiting a sick-leave replacement position for Water Supply and Sanitation Construction Supervisor as detailed below:

Job Title: Water Supply and Sanitation Construction Supervisor 2 (WCS2)

Responsible to: WS&S Engineering Advisor (WEA)

Duration: 6 months only

Location: Based in Dili with frequent trips to Districts

Main Duties:

The WCS2 will support and work closely with the National and District Engineering Advisors to ensure that water supply and sanitation projects are properly constructed and built according to approved specifications and standard drawings.

The WCS2 will also assist the National and District Engineering Advisors in mentoring the DNSAS technical staff, local district technicians and local NGOs to enhance their technical capacity in implementing water and sanitation facilities. The WCS2 will also work in conjunction with other BESIK advisors and local staff, District SAS staff, local NGOs and contractors to achieve the BESIK aims. The WCS2 duties include, but are not limited to:

· supporting DNSAS and SAS at the district level in the implementation of CFET and BESIK funded facilities;

· understanding the technical drawings and specifications for water supply and sanitation facilities that will be or are being implemented at the district level;

· supervising the ongoing water supply projects at the project sites as authorized by Engineering Advisors;

· preparing reports regarding the work progress, problems and issues affecting the physical implementation of WS projects, and putting forward recommendations to resolve the issues;

· ensuring that physical construction follows the approved specifications and standards to ensure quality and durable WS facilities;

· assisting the Engineering Advisors in monitoring the progress of works of CFET and BESIK funded facilities generally and submitting corresponding reports that will justify the percentage of accomplishment in project implementation;

· recommending improvements or updating the community water and sanitation guidelines based on the field experience and learnings;

· providing technical assistance to the District SAS, local technicians and NGOs on matters pertaining to source assessment, design, implementation and maintenance;

· undertaking other roles and responsibilities related to technical aspects of water supply and sanitation, as may be assigned by the BESIK Engineering Advisors;

Skills and experience:

Preferred -Diploma Technical or relevant field.

Proven skills and experience in technical work in the water supply sector.

A working knowledge of the existing National Water Supply Guidelines is highly regarded

Computer literacy essential in Microsoft Excel and word and e-mail usage. Knowledge of Epanet and other hydraulic analysis tools.

Previous on site experience in rural water supply is required
