JPO Monitoring & Evaluation

Job Vacancy

The European Commission-financed Rural Development Program Phase III (RDP III) in Timor Leste which is managed by Landell Mills Limited (LML) working in coordination with the Ministry of Agriculture & Fisheries (MAF) and Ministry of Infrastructure (MoI) in the Democratic Republic of Timor Leste is seeking potential and well-experienced candidates for the following position based in Same, Manufahi District:

Ø JPO Monitoring & Evaluation

Term of Appointment: 4 months (with possible extension)

Duty Station: MAF Office in Same, Manufahi

Report to: Technical Assistance Team Leader

Duties

Coach and assist the MAF Director and the Section Heads in Manufahi in their daily tasks and duties for the latter to progressively develop skills and capacity in effectively and efficiently managing, supervising and coordinating the Monitoring, Evaluation and Reporting activities.

Ø Provide guidance to the senior staff for setting clear, sound and specific objective(s) to the M+E programme they need to implement together, in relation to the higher results and the purpose of the programme;

Ø Assist the senior staff in analysing, organising and planning the tasks and sub-tasks required by them and by other team members to implement the M+E programme, including definition of SMART output and result indicators, elaboration of data collection systems, and timely collection, recording, analysis and reporting of monitoring data, including baseline data; train them in analysing processes, identifying relations, using bar charts and creating simple forms for data collection and recording;

Ø Assist the senior staff in supervising & coordinating the implementation of M+E activities, including regular control of progress in the field, regular liaison/meeting with programme staff, contractors and beneficiaries, and rapid identification and solving of problems, in order to ensure quantity, quality and timeliness in the progress of monitoring/evaluation, as compared to plans. Train them in focussed field inspections, effective meetings, rapid but reasoned decision-making, quality control and time management;

Ø Assist the senior staff in evaluating the progress in the implementation of programme activities, by regularly comparing the objectives, targets and plans to the actual results, and analysing the reasons for discrepancies. Train them in re-scheduling or re-shuffling activities according to the results of evaluations;

Ø Assist the senior staff in preparing short and clear presentations for regular coordination meetings and short, concise monitoring reports for the monthly, quarterly and 6-monthy progress reports of the programme. Train them to focus on key points/problems/aspects;

Ø Any other duty requested by the Programme Management in relation to the different tasks above.

Requirements

Ø At least a BSc degree in Agriculture/Rural Development/Land Planning or equivalent

Ø At least 2 years field experience in rural development projects in developing countries with responsibilities in the management of activities

Ø Basic experience in Monitoring and Evaluation activities

Ø Sufficient understanding and practice of EU Logical Frameworks and SMART indicators

Ø Good understanding of management functions and good practice of managerial skills and tools

Ø Demonstrated strong team spirit, and excellent inter-personal relationship skills

Ø Successful experience in training / coaching / capacity building of civil servants

Ø Autonomous and adaptive to basic living conditions in difficult rural environments

Ø Fluent in English and either Portuguese, Bahasa Indonesia or Tetun.

Ø Skilled in using MS Word, Excel and PowerPoint
